Summary This position serves as a full-time Equal Employment Opportunity (EEO) Manager for the Office of the Director at the Veterans Affairs (VA) Boston Healthcare System located in Brockton, Massachusetts. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION In this position you will manage the Equal Employment Opportunity (EEO) Program. The major duties and responsibilities include but are not limited to: Plan, organize and carry out Equal Employment Opportunity (EEO) reviews covering management policies and operations Monitors program indicators for quality and effectiveness Reviews, prepares, coordinates, issues and monitors affirmative action reports and efforts. Advises all staff and managers on problems or barriers affecting the promotion, development, training, and recruitment of minority, female and underrepresented persons. Gives briefing, as appropriate, on problems or trends regarding minorities, women and disabled veterans. Designs and implements the organizations efforts to recruit and retain more minority, female job applicants and disabled veterans. Provides advice and counseling to employees, applicants, and managers on issues of discrimination, diversity, and inclusion. Coordinates response to informal and Equal Employment Opportunity (EEO) complaints. Participates in the selection and training of and serves as the technical advisor to the facility's Equal Employment Opportunity (EEO) committee. Coordinates and arranges for mediations and facilitations to address workplace disputes and Equal Employment Opportunity (EEO) matters. Develops and provides training on Equal Employment Opportunity (EEO) and diversity topics to wide audiences; and Performs other duties assigned. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-13 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience equivalent to the next lower grade level (GS-12) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of an Equal Employment Opportunity (EEO) Manager. Specialized experience is leading or managing an Equal Employment Opportunity (EEO) program in a facility with various types of positions from non-professional service personnel to executives in management positions; applying the knowledge of policies, regulations, practices, etc. associated with an Equal Employment Opportunity (EEO) office; implementing various Equal Employment Opportunity (EEO) programs such as Affirmative Action, eliminating barriers for minority and disabled workers in hiring; analyzing and evaluating programs in order to benefit Equal Employment Opportunity (EEO) program goals; serving as the principle advisor/consultant in the areas of Equal Employment Opportunity (EEO), diversity, reasonable accommodations, mediation, etc.; making presentations; conducting training sessions; and negotiating settlement agreements. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work performed does not impose any unusual physical demands. Regular and recurring work is performed at a desk except for occasional visits to worksites or involvement in formal classroom training. No special physical demands are required to perform the work. Travel between various Medical Center locations and other Veterans Affairs (VA) facilities are required. The work is generally performed in an office setting except for occasional visits to other areas, involving some risk of exposure to communicable diseases and normal safety procedures.
