Job Description Responsible for managing spend for low-to-moderately complex / critical categories of goods and/or services. Partners with internal business stakeholders to develop category vision and strategy based on the data, insights and business requirements. Utilizes strategic sourcing process to execute the category plans to deliver value through holistic approach to supplier selection - Delivery, Quality, Service, Cost and Innovation. Leads Sourcing RFx events (e.g. Request for Proposal (RFP), Request for Quote (RFQ), auction, etc.) according to the agreed Sourcing Strategy; directly manages communications with suppliers and stakeholders throughout. Procures commodities, services and awards purchase orders and contracts in a fast paced environment based upon internal customer needs and schedules. Maintains strong understanding of category dynamics (current market, pricing, cost drivers, industry and supplier variables) through trade groups, publications, etc. Manages the relationship with the business units to understand needs and sell the services of Procurement that add value. Areas of focus will include Major Projects, Construction, Civil Engineering, and Sub-stations build outs. Working knowledge of permitting, architectural plans/ drawings, contractor construction schedules, strong negotiation skills. Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Ensures duties are performed in accordance with all regulatory compliance obligations. Job Responsibilities Category Management: Partner with Business Stakeholders to develop low-to-moderately complex / critical multi-year category vision and strategy based on the data, insights and business requirements. Identify business needs at the category level in the following areas: Assurance of Supply, Quality, Service, Cost, and Innovation. Identify and evaluate potential value generating projects based on complexity, resources, risk, time to implement, and estimated financial impact Manage prioritized portfolio of projects for the category in the near and long term Maintain strong understanding of category dynamics (current market, pricing, cost drivers, industry and supplier variables) through trade groups, publications, etc. and communicates changes to business stakeholders Understand and manage Total Cost of Ownership at the category level Strategic Sourcing of Goods and/or Services: Lead low-to-moderately complex / critical strategic sourcing projects for supplier selection/optimization to execute Category Management vision and strategies Identify and document the best fit Sourcing Strategy, summarizing the project, stakeholders, opportunity, key requirements, sourcing approach/levers, and project risks. Identify AQSCI business needs at the sourcing project level Establish pricing methodology/matrix, mechanism for changes/adjustments, etc. for sourcing projects Establish Key Performance Indicators/Service Level Agreements for sourcing projects Develop baseline spend and other data needed to build Strategic Sourcing projects Sourcing Event Execution & Management: Lead RFx process (per agreed Sourcing Strategy) and manage communications with supplier
