State of Massachusetts Deputy Executive Director Board of Registration in Nursing in Boston, Massachusetts

The Board of Registration in Nursing under the Massachusetts Department of Public Health (DPH) is seeking an experienced and dynamic nursing professional to assist the Executive Director in coordinating and directing all operations, programs and activities of the Board of Registration in Nursing. The selected candidate is responsible for carrying out the Board’s statutory mandates, the promulgation and enforcement of regulations, and the initiation, implementation and supervision of policies which direct the daily activities of Board staff. This position exercises independent professional judgment on regulatory decisions delegated by the Board. The Deputy Executive Director is responsible for guiding the staff in their day-to-day functions, including but not limited to, reviewing proposed legislation and drafting regulations designed to protect the public and promote efficiency in Board operations, serving as an expert consultant to the appointed Board members on all nursing regulatory matters, and provides leadership in evaluating all Board policies, practices and advisories. The incumbent provides substantive policy direction to the Bureau of Health Professions Licensure (BHPL) investigative and DPH legal staff, and coordinates training and ongoing consultation for the 17 volunteer Board members to ensure that their conduct as regulatory officials comport with state law and Bureau standards. // // /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Assist the Executive Director in the day-to-day operations and functions of the Board of Registration in Nursing. * Collaborates with Board members in the development of public policy and provides the Board expert regulatory guidance. * Develops and implements programs and policies designed to provide for the regulation of nursing education and practice in the Commonwealth. * Ensures the protection of the public through the issuance of licenses only to those qualified to provide safe nursing care to the citizens in the Commonwealth of Massachusetts. * Safeguards the protection of the public through leading the complaint resolution process for the Board. Leads the disciplinary process by providing substantive and procedural direction to Board disciplinary staff, Bureau investigators and prosecutors, and Board members regarding the resolution of complaints against nurses. * Assist the Executive Director in the management of the overall substantive and administrative functions of the Board through consultation with the BHPL Director and other administrative personnel within the BHPL, and through delegation of duties to the Deputy and other Board Professional Staff. * Provides a supportive work environment to promote staff education by recommending and initiating training and professional development. * Manages personnel and coordinates Board member activities; recruits, trains, supervises, evaluates staff, and provides hiring recommendations. * Serves as the Board’s liaison to federal and state entities, the Legislature, and other groups and participants of nursing licensure and education, health care policy, nursing practice standards and guidelines, and discipline. * Represents the Board on committees, commissions, advisory panels, task forces and other like groups before the Legislature, other state agencies, the various nursing professional organizations, consumer protection groups, the National Council of State Boards of Nursing (NCSBN) and any other entities with an interest in the practice of nursing in the Commonwealth. // // /_Required Qualifications:_/ * Applicants must possess current Massachusetts licensure and/or registration as a Registered Nurse to perform the duties of the position. // // /_Preferred Qualifications_//:/ * Knowledge of nursing regulations that govern nursing practice and education within the Commonwealth of Massachusetts * Experience and knowledge of the principles and practices of nursing, including standards of nursing practice and education in Massachusetts and the Federal laws and rules governing or affecting the practice of nursing. * Demonstrated understanding of nursing licensure regulations and procedures, including the educational needs of the various levels of licensure. * Basic principles of management, including strategy, organizing, collaboration, and decision making. * Familiarity with the regulations and procedures driving the disciplinary process, whereby complaints can be brought to an adjudicatory process, and the conduct of litigation within that process. * Excellent communications skills, both written and verbal, ability to communicate complex information in a clear and compelling way. * Skilled in planning, research, and organizational skills with the ability to research information affecting a broad range of substantive topics. * Solid background in Health Care policy with the capacity to cross jurisdictions in developing innovative, patient centered safety goals. * Awareness of current knowledge and emerging trends in the delivery of health care specifically nursing care. * Leadership and training skills with an ability to coordinate and influence cross-functional teams. * Competent in the areas of process improvement and strategic planning, systems dynamics, and systems re-engineering. * Competence in resolving problems/conflicts in a diplomatic and tactful manner; exercising discretion in handling confidential information. * Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Outlook and Teams. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
