ICF UK policy and programme evaluation - Come Join Us! in Birmingham, United Kingdom

ICF provides the UK Government with expert support in the design and delivery of process, impact and economic evaluations, helping decision-makers to understand what works, with what impact and why. Our clients include Defra, Natural England, DESNZ, DSIT, DCMS, DfE and MCHLG. Working for ICF gives access to intellectually challenging evaluation assignments that have a real world impact.

Strong demand for our services means we are accelerating the growth of our team and recruiting into roles at all levels of our organisation, from early career to experienced practitioners. If you have a specialist interest in one method or enjoy applying diverse approaches to complex evaluation challenges, we would like to hear from you. We welcome applications from people with interest and experience in one or more of:

  • Theory of change development

  • Evaluation design

  • Systems thinking and evaluation

  • Economic evaluation and value for money

  • Application of data science to evaluation

  • Qualitative impact evaluation methods

  • Quantitative impact evaluation methods

  • Process tracing and contribution analysis.

For these roles, expertise in the design and delivery of high quality evaluation services is more important than the policy domain experience. That said, we are particularly keen to receive applications from candidates with experience in policies relating to

  • The environment, nature and climate change

  • The marine environment and fisheries

  • Food, farming and the countryside

  • Energy and energy efficiency

  • Education, employment and skills

  • Technology and transport

Successful candidates will have:

  • Experience of the design and/or delivery of evaluations in the UK.

  • Strong methodological credentials and familiarity with the Magenta Book and Green Book, and government research and publication protocols.

  • Sound analytical and research skills.

  • Good team-working skills.

  • The ability to communicate clearly in written English.

Prior experience in a consulting environment would be an advantage but we also welcome applicants with backgrounds in academia, government and non-governmental employment.
