Office of the Director of National Intelligence Deputy Assistant Director Of National Intelligence for Policy & Strategy in Bethesda, Maryland

Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data. Responsibilities Assist the ADNI/P&S in setting the strategy and policy framework for the IC that enables the delivery of timely, accurate, and relevant intelligence and ensures current activities are aligned with the future strategic vision. Under the direction of the ADNI for P&S, manage the Policy and Strategy staff and offices; direct a professional level staff (i.e., GS12-15 and SNIS 1) evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. Lead, manage, and oversee the development and execution of support programs, to include human resources, contracts, facilities, information technology, and the ODNI budget; assess the effectiveness of operations and provide innovative recommendations for improvement. Lead and integrate a wide range of IC activities and projects related to ODNI, IC, national and partner engagement policy, strategy, and the assessment of progress. Translate national policy directives and guidance into actionable IC direction; lead and align ODNI and IC policy engagement at the national level, ensuring corporate consensus and a unified voice. Advise the DNI and Principal Deputy DNI on the full-range of activities in the P&S mission area. Develop and manage IC policy to promote a more effective, innovative, and accountable Intelligence Community; working with key stakeholders across ODNI, the IC, and with external partners. Oversee the development of the National Intelligence Strategy; support DNI-directed reviews on strategic issues; ensure that ODNI and IC elements employ a consistent approach in strategic planning activities. Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Exceptional leadership capabilities in effectively communicating organizational vision and aligning employee and program performance to the mission. Superior expertise to think strategically, lead innovation, and develop intellectual foundations for intelligence policy and strategy. Expert knowledge of and broad experience in the legislation, history, political issues, and practical challenges facing the IC. Substantial knowledge and experience in planning, performance, and implementation methods and process, as well as change management planning and execution. Record of success in building teams, leading change, negotiating solutions, and working effectively with others in a diverse, complex and evolving environment. Excellent communication and interpersonal skills, including ability to exert influence with senior leadership and communicate effectively at all staff levels, both internal and external to the organization. Prior experience as a senior leader in the ODNI or an IC agency.
