About the PositionThe Shuttle Operations Manager is responsible for developing and managing all aspects of Western Washington University’s Transportation Services shuttle services. This position oversees the purchasing and maintenance of shuttle vehicles, the hiring, training, and scheduling of shuttle drivers, the development, implementation, and continual updating of policies and procedures, and the day-to-day operations of the shuttle program. The position oversees contracts with vendors, prioritizing student safety, service, and compliance. Manages program purchases and expenses in accordance with the program budget and university policies and procedures. The Program Manager is responsible for all communication with shuttle service stakeholders and users, ensures adherence to all university, state and federal policies and laws pertaining to shuttle services.

The Shuttle Operations Manager reports to the Commute Options Program Manager in the Transportation Services Department. The Shuttle Operations Manager works closely with numerous Western Washington University (WWU) departments, entities, and student groups to develop and implement safe, sustainable, and efficient transportation options for campus. Using data, analytics, and industry research, the Shuttle Operations Manager will employ strategies to reduce travel and wait times, while increasing reliability and safety.

Essential Job Duties:

Shuttle Policies, Procedures, and Regulations (40%)

-Responsible for developing, implementing, and refining policies and procedures for the safe, reliable, effective, and efficient operations of Western’s shuttle program. These policies and procedures will exceed all current federal, state, and university requirements. Including, but not limited to:

  • Driver, Dispatcher, and Shift Lead position descriptions, requirements, and training programs.

  • Safe operations of shuttles

  • Inclement weather operations

  • Incident and emergency response guide

  • Shuttle rider code of conduct

  • Shuttle rider feedback mechanism with responses and operations improvement methods

-Ensure compliance with all federal, state, and university laws, regulations, policies, and procedures for shuttle operations.

-Continuously monitor and analyze operational performance and makes recommendations for improvements.

-Manage and oversee business system functions, structures, capabilities, and limitations. Administer configuration and specifications to maximize user experience.

-Prepare and develop annual program budget; monitor and approve expenditures in accordance with University policies and principles of sound fiscal management.

Operations Supervision (40%)

-Hire, train, schedule, and supervise shuttle staff.

-Ensure staff are supported in their work with appropriate training and tools.

-Articulate organizational strategy and vision to staff.

-Set goals, establish timelines, manage resources, monitor and measure progress, celebrate team successes.

  • Plan and implement service improvements; investigate and resolve concerns regarding services and staff. Create and implement policies, procedures, and controls to ensure safe and efficient operational activities, adhere to established service, budget and customer satisfaction standards.

Shuttle Vehicles & Equipment Management (20%)

-Accountable for the proper operations and management of shuttle vehicles and equipment.

-Oversee vehicle maintenance and upgrade schedules. Ensures vehicles are serviced and kept in safe operating order.

-Stay well-informed of current industry trends and practices. Conduct peer institutional research, represent Western in workgroups and discussions.

-Perform other duties assigned.

Required Qualifications:

-High School Diploma

-Five years of transportation management experience including operations, personnel, vehicle, and equipment management.

-Demonstrate interpersonal oral and written communication skills.

-Ability to work successfully with stakeholders at all levels throughout a large organization and with outside groups.

-Ability to maintain composure while working in a fast-paced, customer service focused environment.

-Excellent organizational skills and ability to analyze complex information, define and solve problems and function effectively within a complex regulatory environment.

-Develop, implement, refine, and interpret policies and procedures.

-Work independently and coordinates tasks within project priorities.

-Demonstrate proficiency with Microsoft Office Suite.

Preferred QualificationsPreferred Qualifications:

-Bachelor’s degree and/or advanced coursework in logistics, business administration, or transportation systems.

-Washington State Class C Commercial Driver's License.

-Experience working with transportation business systems and applications.

Special RequirementsConditions of Employment:

-Have a valid Washington State Driver’s License.

-Had driver’s license for a minimum of five years.

-Five-year clean driving abstract.

-Pass background check.

-Ability to lift 40 lbs.

-Must be able to work nights and weekends.

Salary

Hiring range for position is $72,070 - $82,880/year. Through longevity position tops out at $93,690/year.
