Job/Position DescriptionThe Texas Overdose Project Coordinator (Program Specialist VII) works under the direction of the Director of the Office of Data Analytics and Special Projects (ODASP) in the Community Health Improvement (CHI) Division. The position performs highly advanced (senior level) consultative services and technical assistance work in the areas of inter- and intra-agency program coordination for the Texas Overdose Data to Action (TODA) grant using a public health prevention framework. Manages and oversees TODA activities and assignments related to overdose prevention and data analytics. Oversees the development of grant performance measures and reporting templates. Prepares DSHS overdose response plans, legislative and executive briefs on project deliverables. Develops and coordinates grant activities for DSHS, CHI, and Texas Health and Human Services (HHS) including grant renewals, and completion and processing of grant budgets, performance measures, and other required reporting. Oversees and/or prepares statements of work for contracted activities and deliverables and oversees contractor operations and activities for monitoring contract performance, and processes contract documents. Supports communications for ODASP and Division Office, including assistance with talking points, presentations, handouts, and other audio-visual needs and materials. Trains, leads, assigns and/or prioritizes the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agencyand#146;s mission critical reporting requirements.Essential Job FunctionsEJF 1. Consultative services and technical assistance. Provides senior-level consultative services and technical assistance to the agency leadership in the areas of inter- and intra-agency TODA coordination for CHI. Oversees TODA activities using a public health prevention framework. Manages and oversees projects and assignments related to TODA. (30%) EJF 2. Oversees the development of TODA performance measures and reporting documents, including DSHS overdose response plans and legislative and executive briefs. Prepares reports, formulates evidence-based, effective, and strategic solutions to problems and advises leadership accordingly. Initiates and oversees special studies or surveys to assess inventory of current program activities and/or outcomes. Also coordinates and plans for partner and stakeholder input and engagement in development and implementation of special projects and initiatives. (25%) EJF 3. TODA grant management. Develops and coordinates TODA-related grant activities for CHI, including project objectives, objective reporting, grant applications and renewals, and completion and processing of grant budgets, performance measures, and other required reporting. Consults with all relevant staff to ensure grant activities are implemented and grant objectives are met and remain on schedule and budget. Monitors, consults, and communicates on implementation of grant projects. Oversees and/or prepares statements of work for contracted activities and deliverables and works with Contract Management Services staff. Oversees contractor operations and activities for monitoring contract performance, and processes contract documents. (25%) EJF 4. Communications planning and development.
