Job/Position DescriptionThe Long-Term Services and Supports (LTSS) team within the Medicaid and CHIP Services (MCS) Office of Policy is seeking new team members who are passionate about improving critical services for fellow Texans. This team is responsible for developing and implementing program policy requirements and ensuring the quality operation of several long-term care programs critical to the safety and independence of thousands of children and adults in Texas with intellectual and developmental disabilities (IDD) and related conditions.Applicants will be considered for one of two Program Specialist V positions working on policies related to any of the following programs:* Community Living Assistance and Support Services (CLASS) 1915(c) Medicaid Waiver;* Deaf Blind with Multiple Disabilities 1915(c) Medicaid waiver;* Home and Community-Based Services (HCS) and Texas Home Living (TxHmL) 1915(c) Medicaid waiver programs;* Medically Dependent Childrenand#146;s Program (MDCP);* Community Care Services such as Day Activity and Health Services (DAHS), Emergency Response Services (ERS), Special Services to People with Disabilities, Home Delivered-Meals; or* Transition Assistance Services (TAS).Essential Job Functions(15%) Develops and revises Medicaid waivers, state rules, policies, handbooks, forms, amendments, and plans for LTSS programs.(15%) Conducts research, analysis, and evaluation of complex program and policy issues and initiatives related to Medicaid LTSS programs.(15%) Develops or implements projects or special initiatives related to the Medicaid LTSS program.(15%) Coordinates with and speaks to internal and external stakeholders, both orally and in writing, as a subject matter expert on Medicaid LTSS programs.(15%) Participates as a subject matter expert in Medicaid LTSS programs.(15%) Coordinates with and speaks to internal and external stakeholders as a subject matter expert on assigned Medicaid LTSS programs.(10%) Develops high quality written project updates, summaries, reports, executive presentations, bill analyses, and other documents. Registrations, Licensure Requirements or CertificationsN/AKnowledge Skills Abilities1. Experience with adapting to and implementing creative and workable solutions to complex problems.2. Experience with exercising sound judgment with limited data and working independently with limited direction.3. Experience in synthesizing complicated and technical information and translating it into easily understandable and concise documents and/or presentations.4. Strong written communication skills.5. Ability to work cooperatively and effectively in a team environment.6. Ability to negotiate competing interests of multiple parties, resolve conflicts, and establish and maintain effective working relationships.7. Strong verbal communication skills.Initial Screening Criteria1. Graduation from an accredited four-year college or university (related experience and education may be substituted for one another).2. Experience or education in a field focusing on the delivery of healthcare, public health, state government, social work or other related field. Experience in a field related to LTSS preferred.3. Demonstrated experience with developing advanced deliverables, reports, or other technical writing work products.
