HEALTH AND HUMAN SERVICES COMMISSION Director of Aging Services Coordination in Austin, Texas

Job/Position DescriptionPerforms advanced (senior-level) managerial work providing direction and guidance in the strategic operations and planning for the Office of Aging Services Coordination (OASC) within the HHSC Community Services division. The director establishes program goals and priorities, in alignment with the agency mission and vision, that strengthen and enhance services for older adults. The director is responsible for the overall administration of OASC and supervises the day-to-day operation of the program and supervises a team of professional staff to coordinate within HHSC, other state, federal, and local agencies, non-profits, and other aging services organizations to advance agency goals. The director oversees the development of strategic planning, performance metrics, and policies and procedures, as well as program projects and the production of reports. The director will also serve as a key HHSC representative in external meetings, hearings, councils, workgroups, and committees related to aging issues. The director is responsible for reviewing and approving the OASC budget. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job Functionsand#149;Directs activities and business functions of OASC, including Texercise, Aging Texas Well, Age Well Live Well, Innovators in Aging and Texas Talks. This includes directing the development of reports, training, and outreach materials and presentations and identifying opportunities for program enrichment. (40%)and#149;Develops and establishes OASCand#146;s goals and objectives and ensures alignment with HHSC mission and vision. (20%)and#149;Develops policies, procedures, and guidelines for OASC operations and monitors compliance. (10%)and#149;Manages the day-to-day operations of the program, including reviewing, approving and managing the budget for the program and ensures that requirements of the funding sources are met. Provides guidance and direction to staff, including performing staff evaluations. (10%)and#149;Works directly with other HHS programs, state agencies, federal partners, local entities and stakeholders to develop and/or enhance coordination of aging services in Texas. (10%)and#149;Represents HHSC at meetings, hearings, legislative sessions, conferences, and seminars as well as on boards, panels, and committees. May testify and serve as a resource witness in legislative hearings or briefings. (5%)and#149;Develops and oversees the implementation of long-range and short-term plans.
