TEXAS DEPARTMENT OF TRANSPORTATION A564 Service Strategy Lead - Information Technology Division in Austin, Texas

This position reports to the Service Integration and Governance Section Director. Supports strategic initiatives and special projects to mature ITD service delivery as part of Service Integration and Governance. Performs highly complex professional administrative and organizational analysis work. Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting work efficiency studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. May serve a lead worker for professional, technical and/or administrative employees. Work requires extensive contact with high-level executives, managers and governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product . Essential Duties:Supports strategic initiatives and special projects to mature ITD service delivery as part of Service Integration and Governance.Develops and maintains Information Technology Division Strategic Plan; work directly with ITD leadership to document, develop and maintain strategic objectives for the organization, ensure alignment to overall agency goals objectives.Provides strategic oversight of Service Providers by ensuring structure and processes and implemented for Service Delivery Owners/ITDSections; serve as liaison between Vendor Management and ITD Sections.Advises and consults with management on department studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements.Develops new or modifies existing administrative programs, policies or regulations.Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems.Monitors, evaluates and makes recommendations concerning accounting activities and contract-related matters.Oversees strategic long- and short-range planning, modeling activities and/or the evaluation and development of policies.Oversees studies of employee/organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines.Oversees the collection and analysis of data for studies related to the assessment of workload, administrative practices, staff utilization, organizational structure, or space utilization.Reviews industry developments and makes recommendations for possible agency application.Performs other job responsibilities as assigned.
