Position Summary

Reporting to the Director of Financial Compliance, the Senior Financial Compliance Officer is responsible for overseeing and ensuring financial compliance with aspects of awarded grants and contracts and all applicable financial regulations. This includes developing and implementing compliance programs and procedures, monitoring and assessing compliance risks, and investigating and resolving compliance issues. The Senior Financial Compliance Officer also works closely with senior management and stakeholders to ensure that financial operations are conducted in a compliant and ethical manner.

Minimum Qualifications

  • Bachelor’s degree in accounting, finance, or a related field required.

  • 7+ years of experience in financial compliance, preferably in higher education or other regulated industry.

  • Strong knowledge of all applicable financial regulations.

  • Excellent analytical and problem-solving skills.

  • Strong written and verbal communication skills.

    Preferred Qualifications

• Master’s degree in accounting, finance, or a related field.

• Demonstrated experience in post-award administration within an academic environment and an understanding of university business procedures and governmental regulations.

• Demonstrated skills in an institutional/educational environment.

• Lean Six Sigma Green Belt or demonstrated process improvement experience.

Job Duties

Description of Job Duty

  • Develop and implement compliance programs and procedures for all aspects of the organization’s financial operations.

  • Monitor and assess compliance risks and develop and implement mitigation strategies.

  • Investigate and resolve compliance issues and escalate significant issues to senior management.

  • Develop and implement policies and procedures for the financial management of grants and contracts.

  • Work closely with senior management and other departments to ensure that the organization’s financial operations are conducted in a compliant and ethical manner.

  • Review award set-ups, budgets, and financial expenditures to ensure compliance with all applicable financial regulations and Uniform Guidance.

  • Prepare compliance reports and work closely with stakeholders to ensure grants and contracts are implemented and managed in accordance with all applicable financial and federal regulations.

  • Conduct audits and reviews of grant and contract financial records to ensure compliance.

  • Develop and deliver training to staff on financial compliance policies and procedures.

  • Maintain up-to-date knowledge and information on all applicable financial regulations and ensure that the organization’s compliance programs and procedures are compliant.

  • Represent the organization to regulatory agencies and other stakeholders on compliance matters.

Immunization Requirements

It is MSM’s Immunization policy that all Prospective Employees are required to provide proof that they are vaccinated against COVID -19 prior to commencement of employment. If employment will commence during Flu Season, MSM requires all individuals to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless granted an exemption. Failure to provide proof of vaccination for any required vaccines or obtain an exemption from MSM will result in rescission of a candidate’s offer of employment or disciplinary action up to and including termination.
