Eagle Harbor Solutions, a Koniag Government Services company , is seeking a Budget Execution Analyst with an active Secret clearance to support EHS and our government client in Arlington, VA.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provide planning and analytical support to project managers, process funding actions, track commitments and obligations, track expenditures.

  • Coordinate with receiving agency Financial Analysts and Program Managers to complete obligations within OSD execution process guidelines and benchmarks.

  • Track, analyze, and report program expenditures using DAI and the METT

  • Respond to quarterly tasks to provide execution data for R&E QPRs and METT analysis and reporting.

  • Prepare scheduled and assigned reports for financial management and execution.

  • Work with work leadership with and budget counterparts in the Military Services and the OUSD(S&T) Research & Technology Office with responsibility for ManTech Program oversight.

  • Collect and provide financial data in the formats required to support ManTech government project manager (GPM) development and update of annual spend plans and forecasts, conduct quarterly program reviews, prepare monthly budget reports, and submit weekly internal financial reports.

  • Monitor ManTech Program execution, including submission of required documentation for release of funding, and follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.

  • Maintain financial processes and workflows and update as needed to ensure they stay current and reflect systems used, changes to procedures, approvals, and other factors that influence how tasks are completed.

  • Track, analyze, and report program expenditures using DAI and the METT.

Work Experience, Knowledge, Skills & Abilities:

  • Active Secret clearance

  • Bachelor’s Degree, preferably in a financial or accounting related field.

  • Minimum of three (3) years of relevant professional experience

  • Ability to collaborate with Project Managers

  • Knowledgeable of appropriations law and limitations, the federal budgeting process, and DoD PPBE System

  • Proficient in DAI system processes and tools

  • Experienced with Microsoft Excel for financial management and familiar Microsoft Visio

  • Understands G-Invoicing processes and tools.

  • Knowledge of process documentation tools and techniques

  • Experience in the creation and maintenance of Excel-based pivot tables.

  • Experience with coding in VBA with Excel is preferred.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
