Job Information
Open to the general public and any current Municipal employee.
This position is represented by the Anchorage Municipal Employees Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.
DEPARTMENT: Anchorage Water and Wastewater Utility (AWWU)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 3000 Arctic Blvd.
Example of Duties
Operating under limited supervision, perform paraprofessional work under any branch of engineering. This position will manage, administer, direct, and inspect many aspects of complex projects and services for Anchorage Water and Wastewater Utility. Review, analyze, recommend, respond, and implement recommendations in an in-depth manner for difficult questions about processes, construction techniques, specialized materials, contract provisions and other technical items.
Typical duties include technical reporting, specification, and contract writing to support the AWWU capital program. Additionally, drafting, design review and design utilizing knowledge and training with engineering industry standards such as the AWWU Design and Construction Practices Manual (DCPM), Municipality of Anchorage Standard Specifications (MASS), State of Alaska Highway Design, geotechnical standards, National Association of Corrosion Engineers, the Association of Materials Protection and Performance and others.
Work outside of the normal workday or work week and/or temporary schedule changes are required as needed. This position is required to travel to field locations and perform work in inclement weather conditions. Perform other related duties as required.
Also participates in major emergencies or disasters as outlined in AWWU's disaster plan matrix, which defines each employee's potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, seven (7) days a week, 24 hours per day.
Minimum Qualifications / Substitutions / Preferences
Bachelor's degree in Engineering, Geomatics, Construction Management, or or a discipline specific to the department and one (1) year of experience at the Engineering Technician II level with the Municipality or the equivalent elsewhere
OR
Associate's degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department and three (3) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design CAD), traffic signal control and/or code enforcement and at least one (1) year of which must have been at the Engineering Technician II level with the Municipality or the equivalent elsewhere.
OR
High school diploma, GED, or equivalent and five (5) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement and at least one (1) year of which must have been at the Engineering Technician II level with Municipality or equivalent elsewhere.
Must possess a valid State of Alaska driver's license by the time of hire.
Preferences:
National Association of Corrosion Engineers (NACE) Coating Inspector Level 1 or higher
National Association of Corrosion Engineers (NACE) Cathodic Protection Level 1 or higher
Certified Erosion and Sediment Control Lead (CESCL); Concrete Coating Inspector Program Level 1 or higher.

Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA applicants.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
