Job Summary

The Director of Human Resources, Auxiliary Enterprises (AE) & Payroll Service Center works within the Administration & Finance (AF) Human Resources shared service model, representing the Auxiliary Enterprises Group. This position oversees administration of payroll operations across all Administration and Finance (A&F) departments and is the key liaison with Central HR for timely Payroll submission. Manages key operational human resources initiatives and processes for Auxiliary Enterprises, partners with the centralized A&F Leaves and Employee Relations group to deploy effective labor and employee relations practices. Promotes training and development, HR compliance, and engagement initiatives within the unit.

This role reports directly to the Administration & Finance HR Executive Director with dotted line responsibility to the Executive Director of Auxiliary Enterprises. AE employs approximately 900 employees, and 1,200 student employees, across a variety of services.

Essential Functions

  • Responsible for leading all payroll functions for Administration and Finance business units through electronic systems management to ensure accurate and timely processing. Partners with central HR Payroll Unit as main point of contact.

  • Manages AF Payroll Service Center staff. Coaches and develops subordinates to provide exceptional customer service to all A&F leaders, managers, and employees in time and attendance collection processes.

  • Ensures staff are provided the training necessary to understand and comply with procedures in reference to time & attendance pay practices. Leads training efforts for all managers and supervisors on proper timekeeping procedures.

  • Provides staffing and budgetary information for payroll and personnel as requested.

  • Implements human resources strategies for staffing, employment processing, training & development programs, records management, retention, and safety & health. Guides management and employees by researching, developing, writing, and updating AE policies, procedures, methods, and guidelines.

  • Partners with the centralized A&F Leaves and Employee Relations group to deploy effective labor and employee relations practices. Handles escalated employee relations issues as needed.

  • Ensures integrity of employee investigations and represents AE at hearings, union bargaining, and arbitrations. Analyzes information for management in order to provide advice, counsel, and decisions on HR matters. Participates in MCAD and EEO reviews as required.

  • Responsible for administration of employee performance management programs, per bargaining unit requirements. Advises on and manages progress of performance improvement plans.

  • Responsible for ensuring all AE Human Resources procedures reflect AA/EEO compliance, safety and health standards, and records and retention policies.

  • Coaches and advises AE directors and managers on techniques used to provide feedback to employees for optimal outcomes.

  • Collaborates with departmental leadership to identify and address organizational issues and priorities; supports organizational change initiatives through communication and coordinating structure and position description adjustments; evaluates milestone accomplishments and makes recommendations.

  • Responsible for administration of training programs for clerical, supervisory, technical, and management employees. Advises directors on human resource strategies for employee development, including in-house training programs. Conducts training needs analysis to design and execute training plans in collaboration with leadership.

  • Plans and organizes employee engagement programs consistent with campus initiatives to build a positive work environment. Prevent and mediate employee disputes and grievances.

  • Manages the delivery of employment related training and development by working proactively with managers to identify training needs. Identifies appropriate resources to deliver training and conducts some training programs. Evaluates training effectiveness in AE’s multicultural setting.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor’s degree required with over six (6) years of progressive Human Resources experience, at least two (2) of which includes supervision.

  • Ability to communicate effectively, in writing and verbally, with all levels of employees and management; demonstrated skills in problem analysis and resolution.

  • Ability to work occasional night and weekends and to be on call for employee matters.

  • Working knowledge of federal and state laws pertaining to employee relations.

  • Understands responsibilities with respect to Title IX, Clery Act, conflicts of interest, and other compliance requirements and behaves in ways consistent both with law and with university policy.

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Master’s degree in related field.

  • 3 years’ experience working in or leading a payroll team utilizing electronic payroll systems.

  • Human Resources professional certification such as SHRM-CP, SHRM-SCP or World at Work.

  • Experience in higher education and/or unionized environment.

  • Experience with PeopleSoft, PageUp, and Kronos.

Typical office environment.

Work Schedule

40 hours per week, Monday - Friday.
