Job Description:

POSITION OVERVIEW :

Provide owner’s agent support to Federal Project Directors (FPDs) executing design and construction of capital line-item and other construction projects at the Pantex Plant in Amarillo, Texas. Independently reviews the development and implementation of highly complex designs and technical procedures, providing feedback to the FPDs supported. The successful candidate has demonstrated construction inspection and quality assurance experience during design, construction, fabrication, and installation of equipment. Candidate understands project risks and their impacts on cost and schedule and can inform the project FPDs of potential mitigations. Department of Energy experience is desired, and knowledge of nuclear facilities and processes is a plus. Candidate should have demonstrated qualifications and abilities in providing strict planning, control, and compliance of work documents, to include contracts, designs, drawings, calculations, construction submittals, component/system testing, operational preparation documents, samples, shop drawings, and change control documents. Candidate must be able to complete a variety of technical assignments within one or multiple areas of expertise or discipline. May work independently on special assignments or as part of a working team.

SPECIFIC RESPONSIBILITIES :

  • Serves as a technical consultant within area of expertise. May be asked to provide support and technical opinions in more than one discipline. Creates technical solutions to meet client and regulatory requirements. Actively seeks improvements to work processes and collaborates with team members to implement them.

  • Researches, analyzes, and organizes statistics or other technical materials for specific applications to help meet project schedules.

  • Keeps Pantex Plant’s FPDs informed of project progress. Makes formal presentations to the FPDs being supported and to Parsons team management.

  • Maintain Project Issue/Project Operational Awareness

  • Conduct and Document FPD Requested Management Assessments

  • Conduct and Document FPD Requested Limited Scope Reviews

  • Conduct and Document FPD Requested Technical Reviews

  • Conduct and Document FPD Requested Surveillances

  • Report Urgent/Critical Issues to the FPD

  • Evaluate and Monitor Project Organizations as Assigned with the M&O Contractor

  • Provide Oversight of project technical, cost, schedule, risk, and quality support

  • Lead IPT Meetings at FPD Request

  • Assist FPD in preparation of any project reporting and briefing documents

  • Work with ECMS team to provide independent analysis and evaluation of contractor cost estimates,

  • Provide independent analysis and evaluation of contractor schedules

  • Continuously monitor and report on contractor project management reports, field changes, submittals, requests for information, cost and schedule documentation, submittals, risk plans and mitigations

  • Development or review and maintenance of critical decision documents and preparation for reviews

  • Document meetings and provide conference minutes

  • Provide reports documenting technical review of project records

  • Lead/Participate in meetings, conference calls, field walk-downs, and routine meetings

  • Recognize need for, and coordinate, Parsons ECMS T&M SME Reach-back

  • Provide summary reports for reach back tasks

  • Plan and lead Bi-weekly FPD Team Project Tag Up Meetings

  • Lead representative for FPD team during weekly NNSA/M&O Tag-up

  • Identify, communicate, and document Project Hot Topics

  • Expedite Construction Related Hot Topic Resolution

  • Review Weekly FPD report

  • Participate in Risk Management Board Meetings

  • Support Risk Management Reviews

  • Participate in Change Control Board Meetings

  • Develop and review Monthly Project Review Meet slides and participate in MPR meetings

  • Develop Lessons Learned and distribute to entire team.

  • Review Construction Contractor Monthly Schedule Activity Progress Completion Claim

  • Review M&O Monthly Schedule Update

  • Review Contractor Payment Requests

  • Respond to FPD Directed Tasks

  • Annual Project Review / External Independent Review Logistics Planning / Implementation / Findings Closure Coordination

  • Prepare FPD Monthly PARS Write-up

  • Anticipate Problems/Fixes Recommendations to FPD

  • Draft M&O Direction Letters

  • Review Submittals/RFI's/ICRs/NCRs and Report Issues

  • Prepare/Update Critical Decision Documents

  • Lead the project LEED initiative to include LEED point verification

  • Provide oversight of Contractor led Commissioning / Start-up activities

  • Review project close-out submittals for contract compliance

QUALIFICATIONS :

PREFERRED EDUCATION/EXPERIENCE: 20+ years of diversified technical experience, which must include construction oversight. A 4-year degree in a related technical field is desired. Active membership in a professional society is encouraged.

SKILLS/COMPETENCIES: Position requires proficiency in using computer software (e.g., Microsoft Office). Also requires thorough knowledge of standard design and construction practices within field(s) of expertise, as well as applicable codes and regulations. Must be proficient in reading plans and specifications and able to use communication technology and automation to achieve the highest level of productivity. Must communicate effectively, both orally and in writing, on technical and non-technical subjects.

CLEARANCE REQUIREMENTS: Holds and can maintain a Department of Energy “Q” clearance. An active Top Secret clearance will also be accepted.

LOCATION SPECIFICS: Local to Amarillo, Texas is preferred. If not local, must be willing to travel to Amarillo every two weeks for a two-week rotation on-site.

Salary Range:

$126,600.00 - $227,900.00
