Minimum Qualifications •Bachelor’s degree and three years of relevant experience.* • Masters’ degree in education or related field preferred.• Experience in developing curriculum and training for adult learners in a wide variety of topics and subject matters.• Proven ability to produce curricula that is highly innovative and interactive, and appropriate for diverse audiences.• Experience with online learning and webinar development and delivery on web-based platforms such as WebEx, Zoom, and MS Teams. • Excellent oral communication, interpersonal and advanced writing and editing skills.• Proficient skills in Microsoft Office Suite and use of internet.• Use of online authoring tools and other course development tools desirable.• Experience working in a multi-functional team setting and independently. • Able to deal with multiple priorities and competing deadlines in team setting.• A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations.*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description Under the supervision of the Director of the Workforce and Organizational Development Unit, the Employee Program Associate for Curriculum Development is responsible for leading the creation and revision of curriculum for classroom-based and online training. The Employee Program Associate also assists in the identification and development of blended learning programs and develops curriculum incorporating research-based, up-to-date content, and adult learning theory. The incumbent works with internal staff, as well as external experts and vendors as appropriate. In addition, the Employee Program Associate audits existing courses to recommend and make improvements and revisions. The incumbent is expected to stay abreast of trends in curriculum development and instructional methodology and serve as an internal consultant in this area, ensure compliance with copyright law, identify, and recommend supplemental resources and materials to be used in courses, use technology, and other non-traditional approaches to create interactive curricula, and stay abreast of New York State policies, Executive Orders, and initiatives that impact training needs. The incumbent will ensure that WODU curriculum standards and guidelines are adhered to, and that training accomplishes the stated goals of the course and mission of the organization. Periodic travel throughout the State of New York is required. Duties include but are not limited to:Curriculum Development• Design courses that address various learning styles and methods of instruction.• Stay abreast of trends in curriculum development and instructional methodology and serve as an internal consultant in these areas.• Ensure compliance with copyright law.• Identify and recommend supplemental materials and books to be used in courses.• Use technology, and other non-traditional approaches to create interactive curricula.Curriculum Coordination• Coordinate development and revision of curriculum for classroom training and webinars, including mandatory training programs.• Assist in the identification and development of online and blended learning approaches to meet the needs of employees and agencies. • Track and monitor curriculum from concept through course delivery.• Ensure WODU curriculum standards and guidelines are adhered to, and that training accomplishes the stated goals of the course and mission of the organization. Program Evaluation• Assess training effectiveness to determine if objectives were met.• Coordinate assessment process to ensure successful transfer of learning and return on expectation.• Provide feedback and design improvement strategies where evaluation results indicate a need.Training• Audit WODU and other courses and deliver training as needed.• Serve as coach to WODU staff, NYS agency trainers, and external instructors in the development and delivery of curriculum.• Assist in pilot deliveries of newly developed courses.• Serve as an observer and evaluator of participants completing train-the-trainer courses.• Assist with the development and delivery of the Office of Employee Relations (OER) sponsored programs with OER stakeholders.
