Overall purpose of role

The role holder will provide oversight of the US Consumber Bank strategic investment portfolio and ensure that the portfolio meeting strategic objectives within budget and a controlled manner. The role operates in full collaboration with the CIO / Product Office execution leads and and enables the smooth and in control delivery of the overall programme/portfolio objectives. It provides the necessary links with Group Portfolio Governance (e.g. Mission Critical Forums) and the business level Covernance processes (Business Unit Change Board).

Key Accountabilities

  • Direct responsibility for the oversight and execution risk management for strategic and complex material growth initiatives within the US Consumer Bank

  • Interact with Finance, CIO and Product Office to monitor portfolio spend against delivery and rebalance funding of the portfolio as appropriate to meet

  • Coordinate MTP processes across the US Consumer Bank technology and Product Office teams

  • Interact with the Portfolio Governance team to ensure controls standards are observed to a high quality and reporting to various stakeholders is consistent

  • Conduct content rich project and programme deep dives to ensure plans are robust and understood. For example, migration, testing and engagement plans have been thoroughly considered

  • Build a culture of accountability around delivery programs

  • Direct responsibility for end to end delivery and execution risk management for strategic and complex material growth initiatives within the US Consumer Bank including relating and managing the business case for the programme, project governance and oversight

  • Determining, monitoring and managing to workforce and financial requirements, liaising with product and service delivery on resource requirements; supplier and vendor management

  • Ensuring that planned outputs deliver the agreed outcomes and that the outcomes remain relevant; course correcting where required to ensure the programme delivers on its aims

  • Interact with key stakeholders including including BBDE Executive Committee to communicate portfolio progress and escalate risks and issues as required

  • Making sure Business Accountable Executives understand and fullfill their role (especially with regards to Business case and benefits realisation)

  • Supports the escalations of the programme when those could be resolved through Group Governance forums or processes (e.g. Mision Critical Forum support, Interlock amongst Transaction Cycles etc.)

  • Liaison with Businenss Unit Finance to align on financials across the US Consumer Bank Portfolio

  • Drive out a portfolio delivery plan expressed through business outcomes in partnership with the Accountable Executives, TC Tech and Operational Leads.

  • Interlocking the delivery plan across both Technology (BI and beyond) and Non-Technology teams in terms of scope / success criteria, resources, schedule and dependencies.

  • Ensure clear view of the critical path and major dependencies across the assigned business unit portfolio

  • Validate that portfolio plans are achievable within the constraints of resources, budget, architecture/design and the overall level of change demand both inside and outside of BI

  • Provide senior management with insights into the plan, delivery health, benefits, bottlenecks and areas of concern/decisions requiring attention

  • Actively manage key business relationships to ensure visibility / transparency on the plan

  • Ensuring that programme priorities have been agreed and that the portfolio is aligned to deliver these for the assigned business unit

  • Ensure that new demands have clear sponsorship, can be resourced, sufficiently scoped/planned, that teams are aligned to deliver and a business case is in place before projects are started

  • Ensure that resourcing strategies are achievable and practical

Stakeholder Management and Leadership

  • The role holder needs to be able to manage and influence a wide range of stakeholders across Barclays and Cards and Payments worldwide

  • Highly effective communicator with excellent interpersonal skills, great stakeholder management and strong influencing skills – the ideal candidate needs to be able to present to Executive Committtee level as well as communicate both written and verbally with large senior groups

  • Ability to connect US Consumer Bank business and Barclays Execution services staholder to align on the same business and growth objectives

  • Take accountability for senior and complex decisions – being prepared to make decisions which enable delivery of business objectives taking into account commercial imperatives, conduct and policy considerations, client outcomes, financial impacts a colleagues.

  • Demonstrated strong written and verbal communication skills, including the skill of translating raw data into meaningful information to support senior management decision making

Risk and Control Objective

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards

Essential Skills/Basic Qualifications:

  • 4 year bachelor degree

  • 8 + year’s experience within operations management in Consumer Finance and Payments

Desirable skills/Preferred Qualifications:

  • Ability to thrive in a highly complex operating environment and with a variety of tasks and challenges

  • Excellent people management skills, strong negotiations skills, excellent interpersonal skills

  • Ability to think Innovative/creative/visionary and forward to find solution to optimize and develop the business (needs) as well as ability to remove barriers to change.

  • Experience of working in a multi-cultural environment

  • Proven track record in delivery and oversight of a strategic investment portfolio spend

  • Will require a good understanding of Cards and Payments products/ policies/ plans/ objectives in order to pro-actively embrace systems/ procedure changes within the function. Outstanding knowledge of key Operations processes, roles and responsibilities across the entire Customer lifecycle. Will require extensive knowledge of the impact of short, medium and long-term plans of the business and the effects of them on other functions. In order to implement the plans in the most effective and holistic manner.

  • Experience of working in with other areas of the business in order to obtain an understanding of Commercial, Optimization, Front and Lending practices and the operational requirements of the business.

  • Ability to coach leadership team members and to facilitate the effective ways of working

  • A true business partner financially literate and able to understand and contribute to the business discussions

  • Politically astute and able to understand the dynamics of a large, complex organisation
