Summary This vacancy is for a Management & Program Analyst (Contracting Officer Representative) (Public Notice Flyer) in the Economic Development Administration within the Department of Commerce. Responsibilities As a Management & Program Analyst (Contracting Officer Representative) (Public Notice Flyer), you will perform the following duties: Assist the Contracting Officer in the pre-award and post-award phases of procurement processes, including conducting market research, preparing solicitations, and evaluating contract proposals. Serve as the COR by coordinating and providing contracting packages, such as Statements of Work (SOWs), Statements of Objectives (SOOs), Independent Government Cost Estimates (IGCEs), Sole Source Justifications (SSJs), and other contracting documentation to the acquisition office. Review and evaluate contract proposals, including reviewing technical proposals, cost proposals, and past performance information, to ensure compliance with procurement regulations and agency policies. Provide recommendations for contract award, modification, or termination to the Contracting Officer, including preparing and presenting recommendations based on the results of the evaluations. Monitor contractor performance, including conducting regular site visits, reviewing performance reports, and ensuring compliance with contract terms and conditions. Maintain auditable contract file system throughout development, pre-award, post-award, and termination or closure. Negotiate changes to contracts, as necessary, with contractors, including conducting negotiations and preparing contract modifications. Prepare reports on contract status and performance, including preparing and submitting performance evaluation reports, and making recommendations for contract action, such as extension, modification, or termination, based on performance results. Participate in contract close-out activities, including reviewing final invoices and ensuring all contract documentation is complete and accurate. Verifies and signs invoices. Coordinates and ensures the timely and accurate submissions of performance ratings to the Contractor Performance Assessment Reporting System (CPARS). Provide training and guidance to other government personnel regarding procurement processes and regulations, including conducting training sessions and preparing and distributing training materials. Maintain knowledge of current procurement laws, regulations, and policies, including attending training courses and participating in professional development activities. Attend meetings with contractors and other government personnel, as required, including participating in pre-proposal conferences and contract status meetings. Work with management and/or more experienced professionals to solve problems. To qualify at the GS-09 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as experience: Working with contracts to support operations. Communicating with stakeholders on contract implementation and tracking. OR EDUCATION: Master's or equivalent graduate degree such as LL.B or J.D. in a course of study that's directly related. OR COMBINATION: Equivalent combination of education and experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience: Working on multiple contracts that support digital systems that enable mission/program execution Supporting agencies and stakeholders to ensure efficient contract award and management OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION: Equivalent combination of education and experience. Please Note: The preferred candidate(s) for this position will be certified in the below area. You will not be disqualified for not holding the below certification: FAC-COR Level II To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience: Managing multiple, complex contracts for licenses and services related to digital platforms, services, and systems that enable mission/program execution Coordinating with stakeholders to ensure effective and efficient contract awards and management for the implementation and operation of digital systems. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience: Managing multiple, complex contracts for licenses and services related to digital platforms, services, and systems that enable mission/program execution Coordinating mission/program, budget, technical, cybersecurity, and other stakeholders to ensure effective and efficient contract award and management for the implementation and operation of digital platforms, services, and systems. Providing customer-centric focus, overseeing the full lifecycle of contracts that represent significant investments in an organization's digital platforms, services, and systems in collaboration with Contracting Officers and mission/program leadership Please Note: Due to the complexity of work assignments, a FAC-COR Level II certification is strongly preferred at all grade levels and a FAC-COR Level III certification is strongly preferred at the GS-12 level and e GS-13 level. Most of the contract activities supporting this office center on (but are not limited to) professional services for technology and market expertise, program operations and evaluation, technical assistance, and event planning and execution. Education There is no positive education requirement for this position.
