Overseas Private Investment Corporation ENVIRONMENTAL IMPACT ANALYST in Washington, District Of Columbia

Summary Development Finance Corporation (DFC), Office of Development Policy (ODP), Environmental Risk Assessment Division. As an Environmental Impact Analyst you will be responsible for appraising the environmental, health, safety and social aspects of potential DFC-supported investments to identify risks and opportunities to add value to investment project structures; ensuring compliance with applicable standards; and monitoring previously approved projects for environmental compliance. Responsibilities Identifies, collects and analyzes relevant data concerning the potential impact of proposed projects on the environment of the host country and globally, neighboring communities, and occupational health and safety. Reviews project-specific environmental and social policies and procedures and provides gap analyses between corresponding national and international legal and regulatory frameworks. Provides guidance to prospective clients regarding the appropriate content, procedures and format for conducting and presenting Environmental and Social Impact Assessments and Audits, Environmental and Social Management Plans, Annual Environmental Reports, Occupational Health and Safety Plans, and other Environmental and Social Plans. Prepares reports on findings of environmental impact assessments. Monitors the actual environmental, health and safety impacts of previously approved projects through the analysis of investor and third-party reports and site visits. Recommends remediation measures to address non-compliances with environmental and social requirements. Requirements Conditions of Employment Qualifications Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to prepare environmental impact assessments or environmental compliance reports for infrastructure, manufacturing, agriculture, health, and/or housing projects. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to 1) analyze environmental data and review domestic or international laws, regulations and/or standards to identify the environmental impact of proposed infrastructure, manufacturing, agriculture, health, and/or housing projects and to propose mitigation strategies; and 2) partner with and provide guidance to representatives from international organizations, non-governmental organizations, foreign governments, and/or US Government employees based oversees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
