Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Conducts Business Reviews of field and headquarters offices, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations. Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems. Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization. This may require coordinating input from activities outside the division and identifying new methods of performing work.. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. This audit may include up to 2 years of returns. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes all of the following: Experience leading major project assignments that require a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, enough to accomplish complex projects or studies that are broad in scope and magnitude. Experience with a wide range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; Experience communicating both orally and in writing with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers, program owners, etc.) Experience interpreting and applying procurement and financial laws, policies, regulations, and precedents applicable to contract administration; with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers, program owners, etc.) AND MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
