Summary Rare opportunity to join a new team with the autonomy to influence, create, and develop human capital strategies, processes and programs in support of a nascent, nationwide organization of 2000 personnel. These Gatekeepers are charged with being the premier security services organization within all of government. This position is empowered through direct access to senior members of the organization to train, improve and enact guidance that will impact the organization for years to come. Responsibilities This position is located in the Field Operations Directorate and reports to the Chief of Staff of Field Operations. The purpose of this position is to serve as the Human Capital Subject Matter Expert for the Headquarters Office of the Field Director. As the SME staff member in the Field Operations Directorate on all aspects of human capital management, he/she will create long term strategies and short term solutions regarding hiring, onboarding, training and development, organizational structure, budget relating to positions, and Contracting Officer's Representative (COR) over regional human capital contracting support. The position supports independent analysis of human capital management requirements and interpretation of laws, regulations, and procedures related to procurement and payment programs. The incumbent oversees and consolidates human capital activities, to include the development of requirements, annual spend plans, guidance, and taskers. Manages various resource databases; advises senior leadership on procurement issues related to Field Operations Directorate programs; provide management support, responsible for developing, analyzing, coordinating, and making recommendations on a wide array of programmatic matters impacting virtually all aspects of the Field Operations Directorate and greater DCSA support. Render technical human capital program assistance to Field Operations Directorate leadership nationwide. Develop briefings, presentations, issue, information, and ad-hoc papers to be used both internal and external to DCSA. Train and communicate with regional staffs in areas of responsibility such as timeliness; requirements, hiring metrics, studies and evaluations that ensure the staff receive the support they require to complete the mission. Develop professional relationships with other HQ elements, Field Leadership, and others to collaborate, negotiate and persuade on behalf of Field Operation's requirements. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Direct experience with a wide range of human capital concepts, practices, laws, regulations, policies and precedents, sufficient to provide comprehensive human resources management advisory and technical services. Planned and organized complex projects which have positively impacted human capital operations within Field Operations. Knowledge of Field Operations missions and functions, regulations, processes, objectives, services, principles as well as an understanding of organizational priorities and pertinent deadlines/timelines to oversee programs. Prepared and presented papers, and staff reports and delivered briefings to senior leadership. Specifically you will be evaluated on the following competencies: 1.
