Defense Human Resources Activity PROGRAM ANALYST (OMBUDSMAN) in United States
Summary This position is part of the Department of Defense . Federal Voting Assistance Program (FVAP) is an organizational component of the Department of Defense Human Resources Activity (DHRA). DHRA is a field activity of the USD (P&R). FVAP works to ensure Service members, their eligible family members and overseas citizens are aware of their right to vote and have the tools and resources to successfully do so from anywhere in the world. Responsibilities As a PROGRAM ANALYST (OMBUDSMAN) at the GS-0343-7/9 some of your typical work assignments may include Serves as Ombudsman (voting assistance center representative), providing program assistance and resolution to oral and written (including electronic mail) inquiries concerning a variety of voting situations, challenges and problems. Conducting research in developing a solution to problems posed by Service Voting Action Officers, State and local election officials, other government agencies such as the State Department, private citizens, and nongovernmental organizations. Providing assistance and support to international customers to ensure understanding of the electoral process and enfranchisement, based on knowledge of established procedures and processes. Coordinating with Service Voting Action Officers of the Military Service Departments, Coast Guard, State department and Public Health Services on a variety of issues, including VAO and material distribution matters, National Voter Registration Act of 1993 (NVRA) implementation, etc. Communicating Program needs and requirements and follows-up as needed. Analyzing State election information both written and on State websites. Providing assistance and support to international customers to ensure understanding of the electoral process and enfranchisement. The position requires leadership, problem-solving, and interpersonal skills to ensure quick and effective decision-making in resolving Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) related voting issues and oral and written communication skills to effectively convey program guidance and direction to the UOCAVA community. Requirements Conditions of Employment Qualifications A. To qualify for the GS-7: you must have one year of specialized experience at the GS-05 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience include Voting Assistance Program organization experience; OR Performing voter assistance Ombudsman duties and customer service B. I possess one full year of graduate level education or; superior academic achievement. C. I have a combination of both A and B, and when put together equate to 100% of the requirement. A. To qualify for the GS-9:, you must have one year of specialized experience at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience include Leading Voting Assistance Program organization experience; Performing voter assistance Ombudsman duties and customer service; and Leadership, problem-solving, and interpersonal skills to ensure quick and effective decision-making in resolving voting issues. B. I possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. C. I have a combination of both A and B, and when put together equate to 100% of the requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. INFORMATION FOR OVERSEAS: Overseas tour of duty is projected not to exceed one year.
