Federal Transit Administration Lead Financial Analyst - DIRECT HIRE in United States
Summary This position serves as a Financial Analyst under the leadership of the Regional Director. You will be responsible for ensuring that the recipients, project, and program-specific teams throughout the Regional Office have appropriate levels of support. Responsibilities As a Lead Financial Analyst, you will: Develop, promote, and provide direction on regional-level policy and guidance related to financial analysis of the FTA grant program. Develop and review procedures, guidance and directives to implement program policy and legislative requirements affecting FTA requirements regarding the development and management of grants and projects. Develop and recommend financial procedures for the offices and provide senior guidance in the interpretation of FTA program requirements for the development and maintenance of acceptable accounting, budgeting, and financial systems. Conduct and oversee various oversight reviews such as a financial management process reviews, local area project reviews, conducting financial risk assessments, review of grant drawdowns, OMB Circular A-133 single audit follow up of transit agencies and other financial administrative reviews. Provide senior program management and oversight of projects approved under the standard FTA funding programs and any special funding. This includes the review and monitoring of activity from project implementation to eventual project and grant closeout. The ideal candidate is a professional who functions independently and demonstrates leadership in team environments. The candidate will serve as a Regional Team Financial Analyst with experience reviewing and interpreting Federal policy in the office by providing leadership, coordination, and authoritative financial advice. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience leading, coordinating, and/or overseeing a group of individuals or a team by communicating assignments, projects, timeline due dates, and solving financial control issues. Experience performing oversight reviews of financial management and conducting financial risk assessments. Experience performing advanced analytical and quantitative evaluative work associated with financial activities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance – Knowledge and understanding of budgeting, accounting, and financial principles, practices and techniques used in the evaluation, analysis and scrutiny of financial systems and the management of financial data. Problem Solving – Ability to analyze grant applications and determine the impact on environmental, social, economic and FTA rules and regulations, completeness of and accuracy of cost estimates, and grantee financial and management capabilities. Oral and Written communication: Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience."
