Project Overview

MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year programme that formally started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

The 2050 Pathway Calculator is a suite of tools originally developed by UK Department for Business Energy and Industrial Strategy (BEIS) that allows users to develop their own combination of levels of change in different technologies and sectors of the economy to explore different energy and emissions scenarios by 2050.

The Indonesian 2050 Pathways Calculator (I2050PC) was launched in 20th April 2015 by the Ministry of Energy and Mineral Resources (MEMR) based on a bilateral agreement between Indonesia and the UK. Using the modelling system developed by MEMR, Indonesian Institute for Energy Economic (IIEE), and Yayasan Pelangi, the I2050PC is based on an energy-balancing model which covers important economic sectors and include four trajectories to calculate possible development pathways. The I2050PC can help MEMR in developing a sustainable energy policy and measures to reduce greenhouse gas emissions projected until 205


MENTARI is seeking to engage an individual in the role of Fossil Fuels Expert – Upstream Oil & Gas for 2050 Pathway Calculator who will coordinate and liaise with key stakeholders in updating the existing 2050 Pathway Calculator for Indonesia.

Core competencies. The Fossil Fuels Expert – Upstream Oil & Gas for 2050 Pathways must demonstrate the following core competencies and areas of expertise:

1.Oil & gas production in Indonesia

2.Domestic oil & gas refining and processing

3.Indonesian liquid fuels & gas imports and exports

Duties: Under the direction of the National Coordinator, the Fossil Fuels Expert – Upstream Oil & Gas for 2050 Pathway Calculator will:

  1. Lead the development of high level scenario pathways for the oil & gas component of the the Fossil Fuel Production and Transfers workstreams. To be delivered in the form of a short PowerPoint report outlining the scenarios and their key assumptions.

  2. Prepare for and run the consultation on the oil & gas component of the the Fossil Fuel Production and Transfers workstreams. Prepare a consultation summary report and update the scenarios report to reflect the outcomes of the consultation.

  3. Produce the inputs required for the 2050 Calculator Excel model for the oil & gas component of the the Fossil Fuel Production and Transfers workstreams. The format of how the inputs will be delivered will be agreed upon with the National Coordinator.

The deadlines for delivering the above will be agreed with the Project Manager and National Coordinator as the project develops.

The expected resource requirement for the the Fossil Fuels Expert – Upstream Oil & Gas for 2050 Pathway Calculator is approximately 30 person days over a 12 month period. The level of effort is expected to be spent as follows:

  1. 20 person days developing scenarios and preparing the scenarios report.

  2. 10 person days preparing for, running, and producing outputs from the consultation
