Employment and Training Administration Workforce Development Specialist in San Francisco, California

Summary

The mission of ETA is to contribute to the more efficient functioning of the U.S. labor market by providing high-quality job training, employment, labor market information, and income maintenance services primarily through state and local workforce development systems. ETA provides Federal grants and technical assistance to State and local levels that provide workforce development services to various populations.

This position is inside the bargaining unit.

Responsibilities

Workforce Development Specialist; GS-0142-11:

Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures; manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her portfolio.

Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.

Assists with on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee’ progress towards meeting the goals specified in the grant agreement with DOL ETA;Conducts risks assessments of assigned grants; Conducts quarterly desk reviews of assigned grants-- in-depth performance analysis of grantee quarterly progress and fiscal reports.

Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by identifying grantees’ individual and collective training and technical assistance needs and arranging for such training and technical assistance within the parameters of available resources.

Effectively utilizes grant management systems in accordance with established guidelines and protocols; maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders.

Qualifications

Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service or meet the education requirement (if related) or have an equivalent combination of education and experience.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-11 level:

Qualifying specialized experience for this position is work that demonstrates experience equivalent to at least a GS-09, in the Federal Service, in:

Specialized experience is experience performing Employment and Training Administration (ETA) funded workforce developmentactivities. This experience must demonstrate each of the following:

  1. Interpreting and applying Federal laws, regulations, and/or other requirements to ETA funded grants and/or contracts.2. Reviewing ETA funded proposals, grants, and other documents for technical accuracy.3. Conducting presentations that promote ETA funded workforce development programs.4. Analyzing, interpreting, and/or reporting on data related to ETA funded grants, contracts, or other ETA program related matters to identify opportunitiesfor improvement.5. Assisting with reviews and analyses of ETA funded workforce development programs and grant projects sufficient to identify violations and areas ofconcerns and to make sound recommendations for appropriate changes to or improvements in the workforce program/project.

ORPh.D. or equivalent doctoral degree;ORthree (3) full years of progressively higher level graduate education leading to such a degree;ORLL.M., if related.
