U.S. Postal Service EEO Litigation Advocate in Saint Louis, Missouri

Summary Acts as the Postal Service's representative during all aspects of selected administrative complaint proceedings before the EEOC. Responsibilities Designs, acquires, assembles, modifies, tests and installs the most complex technical surveillance equipment to gather evidence in support of criminal investigations. Serves as technical task force leader on specific investigations, and makes recommendations regarding the types of equipment necessary to support the investigation. Serves as subject matter expert on specific technical equipment and surveillance matters. Conducts physical site surveys to determine the equipment and procedures required to obtain evidence that will be admissible in a court of law. Provides formal technical training for postal inspectors and other technical surveillance specialists on the application, operation, and use of specific technical electronic surveillance equipment. Conducts periodic preventive maintenance and serves as contracting officer technical representative for outsourced maintenance on specified equipment. Conducts research and development of new equipment and systems, and makes recommendations to management. Provides on-site troubleshooting of mobile radio communications and mail screening equipment. Assists division management in preparing equipment budget requirements. Serves as a liaison with other law enforcement agencies, serves on interagency technical surveillance working groups, and represents the Inspection Service at security-related meetings. Requirements Conditions of Employment Key Requirements You must be a U.S. Citizen. Other Conditions of Employment Willingness to submit to a Tier 2 Moderate Background Investigation (MBI). This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position. DESIRABLE QUALIFICATIONS: Experience in law enforcement and conducting complex investigations. Experience in Internet Protocol Control Protocol networking. Qualifications Investigates EEO matters by gathering and reviewing Postal Service investigative documents, including the EEO file, locating and interviewing Postal Service and third party witnesses, and collecting and evaluating other available evidence. Researches and analyzes EEOC and Federal Court legal precedent to aid in representation of the Postal Service. Integrates specific case facts with primary and secondary law to determine the nature, cause, legal responsibility and potential value of complaints made under Title VII, the ADEA, the Rehabilitation Act and the Equal Pay Act. Communicates the Law Department's assessment of EEO cases to postal clients, including the presentation and discussion of potential settlement options. Negotiates resolutions with complainants or their legal representatives based on authorized monetary limits and/or non-monetary consideration. Prepares both written discovery requests and Postal Service discovery responses; planning, conducting and defending depositions. Prepares motions and pre and post hearing submissions to EEO Judges; prepares witnesses for EEO Hearings and represents the Postal Service at EEO Hearings. Represents the Postal Service in the filing of and defense of appeals before the EEOC Office of Federal Operations the nature, cause, legal responsibility and potential value of complaints, and develop appropriate defense theories and case strategy. Ability to serve as a representative of the Postal Service at EEO hearings and mediations. Knowledge of EEOC and federal case law, statutes and regulations, as they relate to the analysis and resolution of complaints filed pursuant to Title VII, the Age Discrimination Act, the Rehabilitation Act, and the Equal Pay Act. Knowledge of EEOC procedures to include basic legal terminology and principles.
