For more information please see: AcqDemo Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a MANAGEMENT ANAYLST at the NH-0343-3 some of your typical work assignments may include: When appointed, serves as Agency Real Property Accountable Officer, responsible for management of the current inventory and database of real property assigned to, or leased for the Agency and annual reconciliation with Services. Supports, leads, and assigns the day-to-day work of Real Property Custodians and assistants as Real Property Team Lead. Conducts reviews of real property assets to support Facility Condition Assessments. Maintains and updates the MDA real property database to ensure data accuracy and integrity through regular review and verification processes. Manage leasing actions for MDA real estate assets, including review and staffing of lease agreements and renewals. Assist with special requests for additional services as needed. Develops long-range objectives, plans and studies for the organizations program requirements. Conducts studies to improve internal efficiency by identifying, proposing, and devising new organizational, staff, or program integration and synchronization functions or processes Research and draft policies, guidelines and directives governing real property and facilities acquisition across MDA to be approved by upper management. Provides support for identification of Facilities Requirements, Analysis, Utilization Planning, and Work Classification. Identify risks and areas for improvement for MDA real property activities. Report annually to the MDA Internal Controls Coordinator (ICC) risk statements and improvements or mitigation strategies and serves as the primary contact for Real Property and MICP actions. Analyzes data and makes recommendations or provides advice and guidance to management and leadership. Assists internal MDA teams with execution of the facility requirements, upon approval. Including potential acquisition of new real property assets, leasing of facilities, or restoration or modernization of existing assets. Assists in the development of Facility Sustainment Restoration and Modernization (FSRM) budget plans, by providing detailed and accurate Facility data to the MDA budget team. Supports Agency Financial Audit Readiness and serve as the primary MDA Real Property point of contact for financial audit stakeholders and maintain appointment as the MDA Real Property Program Audit Liaison (PAL). Collaborates with internal MDA teams to gather, organize, and submit documentation required for financial audit and addresses requests for information and corrective action plans when needed. Supports the Agency Managers Internal Control Program (MICP) as Internal Control Coordinator and/or Assessable Unit Manager and supports MSR Director and leadership in completing assessments and audits. Gathers, analyzes, synthesizes, develops, and maintains operational, manpower, and historical data to prepare and/or review a variety of reports. Provides support for Facilities Acquisition with planning, programming, or lease of facilities and infrastructure supporting Agency missions both CONUS and OCONUS. Requirements Conditions of Employment Qualifications You may qualify at the NH-03 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Serves as your Agency Rep for DoD or other Real Property and the facility life cycle processes: policies, regulations and laws within the area of real property acquisition, lease, management, and disposal. Develop and maintain facility requirements, analysis, lease or purchase trades, and work classification, and the ability to apply to various real property development and acquisition scenarios. Analytical ability and skill in designing and conducting management studies and developing solutions applicable to real property management. Applies these analytical evaluative methods, data, and techniques to conduct studies concerning the efficiency and effectiveness of real property management. Coordinate your Agencies, DoD or GAO audit and internal control requirements and ability to assess shortcoming and develop corrective plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
