Summary

About the Position: This position serves as a HR Specialist, working on command wide multi-disciplinary efforts that involve critical civilian human resource management issues/problems. This position may be filled at either the NH-02 or NH-03 level.

Responsibilities

Serve as a Senior HR specialist, working on AMCOM command wide multi-disciplinary efforts that involve critical human resource management issues/problems and working closely with Civilian Personnel Advisory Center (CPAC) specialists/staff.

Provide advice related to the most effective and efficient use and management of AMCOM human resources, with particular emphasis on recruitment and placement efforts.

Serve as HR Specialist in performing work which includes analysis and providing expert and authoritative advice related to the most effective and efficient use and management of U.S. Army Aviation and Missile Command (AMCOM) civilian human resources.

Serves as the AMCOM Pathways program manager. Participates in various recruitment events (to include job fairs).

Serves as the subject matter expert for direct hiring authorities (DHA) and expedited hiring authorities (EHA) and recruitment incentives.

Works as in action officer in assigned areas on AMCOM recruitment efforts to include hiring requests, proper area

of consideration, sources of recruitment, recruitment questionnaires, tracking and reporting of AMCOM personnel actions.

To qualify at the NH-02 grade level you must possess the following: Specialized Experience: One year of specialized experience which includes: experience that demonstrates general knowledge of the practices, laws, regulations, policies associated with Civilian Recruitment/Placement and Classification within the Federal sector with an understanding of human resources management programs sufficient to provide basic advisory services to management on a variety of civilian human resources (HR) matters such as, recruitment and placement strategies, position management and classification; assisting senior HR Specialist with analyzing and resolving HR problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-01). Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; Ph.D. or equivalent doctoral degree leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify at the NH- 03 grade level you must possess the following: Specialized Experience: One year of specialized experience which includes: experience that demonstrates in-depth knowledge of the practices, laws, regulations, policies associated with Civilian Recruitment/Placement and Classification within the Federal sector with an understanding of human resources management programs sufficient to provide comprehensive technical and consultative services to management on a variety of civilian human resources (HR) matters such as, recruitment and placement strategies, position management and classification, and workforce shaping; creating statistical reports on a variety of civilian human resources subjects; and identifying, analyzing and resolving complex/difficult HR problems. You will be evaluated on the basis of your level of competency in the following areas:

Education

Direct deposit of pay is required. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
