Job Description

PATH seeks a Monitoring, Evaluation & Learning (MEL) Advisor for an upcoming multi-year CDC-funded “Enhancing the Government of India's Capacity through Technical Assistance to India's National AIDS Control Organization (NACO) to Strengthen the Prevention to Treatment Cascade for People Living with HIV, Including Key Populations, under PEPFAR.” This project will rapidly demonstrate and assess new models to increase accessibility, availability, and demand of high quality, comprehensive HIV prevention, care and treatment services; while strengthening systems and the enabling environment for KPs, especially hard-to-reach KPs, their partners, spouses and children to have equitable access to HIV/AIDS and social services. To ensure scale up of these models by the Government of India (GoI), a robust learning agenda will be integrated throughout all aspects of the activity.

The MEL Advisor will provide strategic direction, technical leadership and performance accountability to the M&E team on the project. He will oversee the design, development and implementation of the M&E strategy for the project, offer technical assistance and help build capacity of the project stakeholders on data for decision-making. He will lead the M&E and work closely with implementation teams to carry out monitoring project deliverables in a timely manner, ensuring accurate data collection, analysis, visualization, reporting of project activities and outputs and use of data for decision-making. With input from the project team, he will identify and oversee focused data analysis and special studies that support project management. He will ensure assessments carried out meet quality and technical standards and that findings are appropriately shared with respective stakeholders.

Responsibilities:

  • Design and manage the overall project’s M&E strategy and establishing effective data collection, compilation & reporting mechanism with progress and documenting successful models and maintaining reporting procedures and guidelines.

  • Develop the overall framework for M&E systems, including requirements, baseline and evaluation surveys.

  • Ensure alignment of research and M&E activities with project goals, and contribute to developing annual work plans to identify project targets and track progress of different activities.

  • Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality assurance protocols and data use strategies.

  • Train project staff on M&E guidelines, the indicator manual, survey instruments, and data collection and other tools.

  • Supervise all staff involved in collecting and analyzing data and reporting results.

  • Conduct field-based monitoring, technical assistance, and training to project teams and partners to strengthen their capacity to collect, clean, and analyze data for project management and reporting.

  • Contribute to process evaluation for developing and implementing a strategy to synthesize and disseminate key results, lessons learned, and other project research outputs.

  • Contribute to and conduct annual project review and prepare project reports prior to submission to CDC and PATH headquarters.
