Summary:

Facebook seeks to hire a strategic policy leader to serve as its Global Policy Research Director. In this role, you will help shape and advance a mutually aligned research program between the Policy and CSSR (Central Science, Strategy and Research) organizations, and lead the partnership between them. You will also partner with key stakeholders in Product, Privacy, Communications and other essential cross-functional teams across the company to drive alignment, facilitate discovery of new research opportunities, and identify key areas for escalation to help achieve the maximum positive product and societal impact.

The discussion on policies and regulation for the internet has never been more vibrant. In this strategic and pivotal role, you will be part of the public policy team and will be a key contributor to develop and drive a better informed and more thoughtful discussion on tech policies across the globe. As an expert in policy and an advocate for the role of scientific research, you will advance the discussion and help orchestrate a fact-based, research-backed approach to tech policy.

The ideal candidate will bring to the table strategic project management skills and extensive experience in working with researchers and/or commissioning research work. They will have a strong track record of directing this type of work in a collaborative, matrix-based and relationship-based work environment. The following will be highly valued in this role: experience working in the tech industry in a policy or research position; understanding of the political and regulatory pressures currently faced by tech companies; understanding of the internal systems in the tech industry, including data, algorithms, experimentation and privacy; and understanding of the intersection between social media and society. The successful candidate will excel at working collaboratively with executives.

The successful candidate will also utilize excellent communication and analytical skills to consistently deliver high-quality work under often severe time constraints. They will directly influence and collaborate with internal peers to drive the development and implementation of the company’s public policy and research strategy. They will have proven global experience and should be passionate about the services we provide and the people that we serve.

Required Skills:

  1. Build long-term vision and strategy for social science research between the Policy and CSSR teams with the goal of supporting positive product and societal impact and a fact-based approach to public policy debate

  2. Drive and coordinate the company’s policy research agenda, with a focus on planning, resourcing and identifying areas that would benefit from close coordination

  3. Maintain a close working partnership with the Core Data Science team and other internal research teams, including within the policy organization

  4. Manage complex projects and processes to achieve outcomes and ensure alignment and coordination across internal and external stakeholder groups

  5. Work closely with the communications team to socialize the aligned research agenda inside and outside the company

  6. Lead a cross organizational team in devising and executing major research projects to support Facebook's social science research efforts, aligned with global policy objectives and brand goals

  7. Work closely with the academic partnerships team to inform their strategy and planning

  8. Communicate strategy and plan to Facebook leadership

  9. Identify ways to elevate and up level Research with policy leadership

Minimum Qualifications:

  1. Bachelor's degree

  2. 12+ years of work experience in leading roles to drive strategic project management

  3. Track record of successful and visible project management, including delivery of research work

  4. Experience in managing research projects

  5. Understanding of the tech policy agenda

  6. Experience thinking strategically and exhibiting creativity

  7. Effective communication skills

  8. Collaborative and experience working cross functionally

  9. Experience in working internationally

Preferred Qualifications:

  1. Advanced Degree, MBA, or Law Degree

  2. Experience working at a technology company, in multinational forums and/or in political campaigning

  3. Experience in leading roles to drive advocacy, influencer strategies and campaigning

  4. Track record of successful and visible management of high-quality industry research (both robust from a research perspective, and easily consumable by the audience we are addressing)

  5. Fluency in other languages

  6. Experience in working internationally in more than two regions in the world
