Independent School District 279 Assistant Director of Transportation in Maple Grove, Minnesota

Job Summary: Under the direction of the Director of Transportation | Security & Emergency Mangaement the Assistant Director of Transportation is responsible for managing the daily operations of the transportation department. This includes direct supervision of transportation staff, transportation process and policy development and administration. Essential Duties and Responsibilities: Strategic Leadership - Tasks involved in fulfilling duty/responsibility: Developing and implementing transportation policies and procedures that align with the strategic plan and mission of the organization. Designing, developing, and leading the district quotation process to solicit and select district transportation vendors who meet the district's vision and mission. Providing direct leadershipoversight for five (5) transportation vendors who provide daily transportation services for the school district that align with our strategic priorities. This oversight includes providing daily work direction, contract compliance, financial oversight, and managing staff that support the direct operations of our transportation system. Collaborating with district senior leadership on strategic boundary planning for the school district. Overseeing and assisting in the planning, development, and implementation of the department's $25 million dollar operational budget that is in alignment with the district's mission and strategic priorities. Developing, implementing, and managing staff development programs for all transportation department personnel. Identifying deficiencies in the overall performance of the Facilities Operations Department by soliciting feedback from principals, directors and cabinet members. Directs efforts of the Coordinators, Assistant Coordinators, and Building Operations supervisors to design training and standard operating procedures that address system level strategic objectives Aligning function with strategic plan, mission and core values of the organization. Aligning initiatives and strategies; attending training; and serving on task forces and committees. Administering a system to recruit, hire and manage the performance of transportation department personnel. Assuring compliance with all federal and state student transportation bus safety regulations including oversight of contracted bus company compliance with safety regulations and District owned vehicles. Working collaboratively with bus drivers and school administrators in administering the student bus behavior system. Coordinating the use of school bus video cameras and distribution of video recordings to appropriate district personnel. Developing and maintaining a communication strategy with student families and administration with a focus on consistent and effective communication with a conflict resolution focus. Coordinating the application of District electronic information management systems to assure data integrity, and development of metrics to affect efficient process administration and adjustment related to system maps, student census and boundary issues and opportunities. Providing work direction and supervision for two yellow bus contractors and three type III vendors with over 220 bus drivers and 30 staff with direct operational control of student transportation on a daily basis. Provide Performance Leadership - Tasks involved in fulfilling duty/responsibility: Serving as department leader who provides daily work direction for all transportation staff and school bus and type III vendors on a daily basis. Leading the internal planning and execution of system workflow and deliverables. Developing and implementing system processes and related quality control stra egies. Developing and implementation of a communications and interface strategy designed to optimize communications with multiple stakeholders. Supervise staff of (7) seven full time transportation staff and 25 part time bus educational support staff. Developing and delivering training for new employees, current employees, and external vendor s teams. Providing supervision to direct and indirect reports, including formative feedback and timely performance evaluations and/or demonstrating attention to quality enhancement by improving efficiencies and effectiveness in recordkeeping, workflow and compliance. Leading the work of others; delegating tasks and authority appropriately and/or establishing procedures to guide system and departmental work; monitoring and demonstrating effective decision-making strategies in order to meet project deadlines. Management Skills Tasks involved in fulfilling duty/responsibility: Managing department resources effectively and efficiently, including preparing annual budgets, levy applications, and other reporting requirements. Developing short and long range plans for transportation budgeting including RFQ s and vendor contracts. Ensuring compliance with applicable policies, rules, and regulations; ensuring district compliance with all local, state or federal requirements. Supervising the coordination and participating in investigations of hazards, risks, site investigations, and determining appropriate controls and plans. Leading the implementation of training programs for third party vendors annually. Auditing and ensuring workplace safety compliance and response in coordination with workers compensation program specialist and Human Resources. Coordinating training for district staff, deliver presentations, providing guidance and acting as a resource. Designing and updating online training materials to educate and train district personnel. Monitoring and coordinating compliance with district standards for the transportation department. Providing detailed and accurate reports to regulatory authorities. Planning, developing and directing routing systems and solutions that maximize efficiencies and minimize expenditures. Designing, developing, and maintaining district wide collision procedures for our bus companies. Coordinating inspections, training, and recordkeeping activities. Designing key performance indicators and metrics to measure the transportation department. Conducting vulnerability assessments and develop response plans including cost/benefits analysis for our transportation network and vendor partners. Interpersonal Skills - Tasks involved in fulfilling duty/responsibility: Establishing mechanisms for communications related to transportation for staff, students, and community members. Encouraging frequent, open communication; maintaining accessibility and visibility in the organization; inviting suggestions and feedback. Developing, influencing, and nurturing trust-based relationships with government officials at city, county, state, and federal levels and representing the district to these entities in collaboration with the Director of Transportation, Security and Emergency Management. Serving as a liaison and maintaining communication with bus companies, schools, and families that we serve, following-up on individual cases affecting district interests as needed. Presenting at school board meetings and work sessions. Professionalism - Tasks involved in fulfilling duty/responsibility: Demonstrating professional demeanor; maintaining confidentiality; representing the district in a positive manner; establishing and maintaining a positive image with sites and community.
