Summary LOCATION OF POSITION: As an IT Specialist (APPSW), you will act as a technical expert and report to the appropriate Branch Chief within the office, functioning as a lead technicalproject manager. The position is located in the Office of the Chief Information Officer (OCIO), Office of the Associate Chief Information Officer for Corporate IT Services (ICTB). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities THIS IS A PUBLIC NOTICE: This Notice is issued under direct-hire authority (DHA) to recruit new talent to this occupation for which there is a severe shortage of candidates. For more information on DHA, please visit http//www.opm.gov/directhire/index.asp Incumbent will be responsible for one or more of the following duties: Actively engages in Agile software planning and contributes to strategic and tactical planning sessions. Participates in teams focusing on Agile development. Leads the development of code for prototypes including overseeing the development, debugging, maintenance, and change control process. Works closely with the customers and IT teams, developing new services or existing services to expand the project’s software, repository, and data capabilities. Serves as a coordinator and representative for GSA for major project issues and meetings involving other internal and external organizations, and provides advice, comments, and recommendations as appropriate. Responsible for evaluating and directing the development of server-side code, application, data logic, and integration of user-facing elements developed by front-end developers. One or more positions may be filled using the vacancy announcement. Requirements Conditions of Employment You must be a U.S. Citizen. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy. Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. BASIC REQUIREMENTS: Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below. IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate. In addition to the IT Specialist Competency Requirements listed above, you must meet the specialized experience requirements as stated below: SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience developing solutions, setting standards on the use of technology, and guiding development towards a modern, preferably cloud-based, shared-service solution, utilizing knowledge of Agile development methodologies. Experience in both document and records management technology and solutions to include software development and maintenance.
