Responsibilities Plans, develops, and conducts organizational structure, workforce staffing/utilization, and/or space utilization for the Division to improve and simplify processes and maximize resources utilization Serves as the Division's point of contact for a broad range of civilian personnel actions Provides cradle to grave recruitment advisory services Prepares written correspondence and other documents Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Knowledge of a wide range of principles, concepts, and methods of a management analyst for manpower and personnel processes and applies this knowledge in carrying out a wide variety of interrelated or non- standard assignments to resolve a wide range of problems with manpower and personnel activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of conducting studies and preparing reports. 2. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. 3. Skill in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 5. Ability to access or locate information through the use of a personal computer and software programs in order to assemble and compose information for non-routine reports, inquiries, and technical correspondence and meet established deadlines. 6. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques for use in manpower and organizational analyses.
