Summary The incumbent functions as a senior statistician and expert in the area of health statistics. Due to the COVID-19 Pandemic, some CDC employees have been authorized to work virtually. However, when CDC is cleared to return back to work, you will be required to report to the location identified in the vacancy announcement for which you applied. Responsibilities As an Survey Statistician you will: Plan and develop research on critical issues associated with health data collection, analysis and dissemination using web-based survey panels. Serve as an expert in statistical analysis and survey methodology with responsibility for developing, designing, and conducting national public health surveys using web-survey panels and assessing the appropriate use of web-based survey panels for national estimates. Serve as a Project Officer on data collection contracts with responsibility for carrying out required monitoring and management duties. Oversee and guide the analysis of data from web-based survey panels using a variety of technologies and the application of accepted analytical techniques and methods. Prepare comprehensive reports of data collection methods and study results with discussion of substantive research objectives. Make presentations to other scientific staff and to Federal, state and local health program managers; and other health officials and health-related organizations. Other duties as assigned. Qualifications Basic Requirement for Survey Statistician, GS-1530: A. Degree that includes 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements of business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B. Combination of education and experience of courses as shown above, plus appropriate experience or additional education. The experience includes a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. ADDITIONAL REQUIREMENTS: Applicants must also have at least one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized Experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position which include experience designing, planning, coordinating, and implementing survey and data systems activities designed to support the collection, analysis and reporting of health data. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
