Summary Serves as the Grocery Department Manager in a commissary. Plans, directs, and supervises the work of the grocery department that may include: a small warehouse or repositioning area; a separate receiving area; and/or contract shelf stocking. Responsibilities Position responsibilities include: Serving as Manager of the Grocery Department in a commissary store, directing all department activities that may include small warehouse or repositioning area; a separate receiving area and/or contract shelf stocking. Supervising department employees in the assignment of duties and balancing of workload. Ensuring ordering, receiving, stocking, pricing, selling and subsistence supplies are properly maintained. Ensuring that end displays, special product promotions, and patron savings programs are properly displayed and promoted. Enforcing safety rules and regulations. Requirements Conditions of Employment Qualifications Your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management. For GS-9: (A) one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military, OR (B) master's or equivalent degree, or two full years of progressively higher graduate level education leading to such a degree, or LL.B. or J.D. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements. Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. By the announcement closing date you must also meet the following requirements: -Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. For the GS-6, the next lower grade level is GS-5. For the GS-7 position, the next lower grade is GS-5. For the GS-8 position, the next lower grade is GS-6. For the GS-9 position, the next lower grade is GS-7. For the GS-10 position, the next lower grade is GS-8. For the GS-11, the next lower grade is GS-9. Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate. Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. Additional Information Position is covered by the Commissary Career Program (CCP).
