US Army Civilian Human Resources Agency Lead Human Resources Specialist (Employee Benefits) in Fort Riley, Kansas

Summary About the Position: This position is located at the Army Benefits Center-Civilian on Main Post, Fort Riley, KS. Responsibilities Serves as senior technical expert and shift leader in a consolidated benefits center responsible for advising the work force on federal benefits and entitlement legal and regulatory requirements. Collaborates with supervisors on initiating special projects and studies Assists in developing and/or develops procedures to meet the personnel needs of management and the work force; as well as legal and regulatory requirements. The benefits and entitlement programs and services include some of the following: Thrift Savings Plan; Federal Employee Health Benefits; Federal Employees Group Life Insurance; retirement programs/ options; etc. Serves as technical advisor with personnel and management officials in the resolution of grievances, appeals, audit reports, and complaints arising out of the processing of benefits and entitlement actions. Leads team of Specialists, Personnel Assistants, and Personnel Action Clerks in day-to-day operations of the ABC-C. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: One year of specialized experience includes work that involves interpreting guidelines, regulations, and directives concerning complex benefits, and/or retirement and entitlement cases; participating as a team member for cyclic audit of civilian personnel actions; utilization of the Defense Civilian Personnel Data System (DCPDS) and the automated interface with the Defense Finance and Accounting Services (DFAS), as it pertains to civilian benefits and/or retirements and entitlements; conducting research, gathering facts, and utilizing effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions; informing employees about their entitlements and use of grievance or appeal procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Benefits and Work Life Programs Leadership Oral Communication Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education No education substitution for this grade level. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
