Topco Associates Manager, Regulatory, Nutrition and Scientific Affairs in Elk Grove Village, Illinois

Topco Associates is currently seeking a Manager of Regulatory, Nutrition and Scientific Affairs for the Quality Assurance team in Elk Grove Village, IL.

The Manager leads and manages topics and issues concerning all regulatory, nutrition labeling and scientific functions for Topco procured food and non food products. They also utilize data sources to deliver optimal Quality Assurance services and insights.

Regulation/Labeling Review

  • Seeks out, establishes and manages effective relationships with external contacts such as the USDA, FDA and other regulatory or trade associations that impact Topco Associates and Member labeled products.

  • Assists with legal/regulatory issues.

  • Monitors and interprets the impact of ongoing development in the regulatory environment and work with internal and external stakeholders on impact of new laws and regulations.

  • Compiles and reports regulatory metrics on a periodic basis. Highlights trends and potential opportunities for Topco and its members.

  • Reviews, comments and provides feedback on all product labeling.

  • Provides nutrition and claims recommendations to internal and external departments to contribute effectively to cross-functional teams.

  • Oversees Kosher and Organic programs.

  • Provides guidance as necessary to QA and Regulatory on regulation issues.

Customer Service

  • Provides support as a liaison to Customer Service on consumer related regulatory and nutrition questions and scripting for third-party call center.

  • Acts as a resource to members and suppliers on regulatory and quality questions and concerns.

  • Manages the Women, Infant & Children (WIC) program for WIC by being the liaison with a WIC consultant and the state agencies to increase private brand WIC offerings in all states Topco conducts business.

  • Presents on topics related to regulatory, nutrition and scientific affairs to business partners internally and externally.


  • Develops and finalizes policies and procedures that relate to the QA, Regulatory groups as needed.

  • Creates and fosters a climate of teamwork to work effectively with Category Management, Sourcing, Marketing and Creative Services and our supplier partners to achieve synergy needed to effectively work as a team.

  • Ensures all programs are aligned with overall business strategies

  • Facilitates the investigation of quality, product safety and/or regulatory issues arising from partners, customers, members’ retail stores or regulators. Supports implementation of corrective actions and procedure improvements to resolve issues.

  • Coaches team on achieving goals and provide regular feedback on performance.

  • Manages outside resources as necessary.

  • Applies creative approaches in assisting internal and external member clients to structure product claims, protocols, and concepts to meet regulatory requirements while achieving product and marketing objectives.

  • Ensures all programs are aligned with overall business strategies of various clients; interprets the impact of ongoing developments in regulatory environment for both clients and staff. Monitors changes in regulatory environment; advise and make recommendations to management as to impact of regulatory changes. Keeps abreast of regulatory issues which may impact Topco Associates operations.

  • Develops position papers, points of view on technical topics of business interest to Topco and its members and plays a critical role in anticipatory issue management.

  • All other duties as assigned


Bachelor's degree in nutrition, food science, chemistry or closely related background. Master's degree preferred.

Technical skills:

  • Expert knowledge of FDA/USDA/EPA regulations, CPG labeling, managing direct reports, superior ability to communicate effectively with others at all levels, both verbally and via written communications.

  • Microsoft programs (Word, Excel, Power Point)

Previous Experience:

5-8 years regulatory experience, 2 years supervisory experience.

  • Ability to work independently without close supervision on a daily basis.

  • Ability to regularly handle large volumes of technical information in an organized manner.

  • Ability to communicate effectively with others orally and in writing.

  • Ability to work effectively and in a professional manner with people at all levels.
