NONAPPROPRIATED FUND POSITION DESCRIPTIONJOB TITLE: Facility and Maintenance Manager BUSINESS TITLE: Facilities and Maintenance DirectorJOB SERIES: 1601 PAY LEVEL: NF-04DUTIES AND RESPONSIBILITIES:Serves as Director of the Marine Corps Community Services (MCCS) Facilities Maintenance Section (FMS). Responsible for coordinating a vastly diverse facilities construction, renovation and refurbishment program, equipment installation and repair, facilities repair, and maintenance, TV and audio equipment repair, and contract services for the MCCS Division of MCB Camp Butler, Japan. Serves as the MCCS Facilities Requirements Officer for all Marine Corps Camps on Okinawa, Camp Fuji and Camp Mujuk.Oversees and administers highly complex and technical multimillion dollar engineering projects program involving architectural, civil, electrical, mechanical, and communication/electronic designs. These projects encompass both new construction and renovation, repair, and maintenance of existing MCCS facilities such as recreation and athletic fields, fitness centers, clubs and restaurants, retail sales and rental outlets, entertainment facilities, and general support facilities aboard all camps and stations. Responsible for the development of a seven year facility sustainment plan including the oversight of long range construction plans and master plans for all MCCS activities. Administers a program of identifying facility deficiencies through collaborations consultation and coordination with the G-F Division, MCB Camp Butler, Camp Commanders, Corporate Officers, Community Services Coordinators, Program Managers, , and other special interest groups. Participates in decision processes to correct or alleviate facility deficiencies through the construction of new facilities or the renovation/modification of existing facilities.Provides oversight and guidance in the processing of all work generation documentation to ensure that all work is being tracked, scheduled and expeditiously accomplished. Ensures the timely resolution of all problems and that the prioritization of work is systematic and effective. Seeks alternate sources for work accomplishment as needed. Ensures that all work documentation is properly recorded and regularly updated. Ensures that all employees are properly trained in the management and administration of this system.

BASIC REQUIREMENTS: Must have a Bachelor's degree in a related field, OR at least 5 years of specialized experience in construction management or facility maintenance management, in addition to some experience or education in general business administration.QUALIFICATION REQUIREMENTS: Background or experience in the following areas is also desired: safety and security, report writing, facility inspection, property control, Government contracting, facility master planning. Knowledge in all pertinent regulations and procedures regarding Government personnel management, capital funding and expenditures, budgeting, inventory management, and purchasing and contracting. Be adept at problem solving. Ability to read blue prints, plans, technical specifications, schematic designs, concept drawings, etc. Must have a working knowledge of the construction crafts and trades such as carpentry, plumbing, masonry, welding, and electrical contracting. Knowledge in Microsoft Word, Access, Excel and PowerPoint software programs. Ability to express oneself orally and in writing in a highly professional manner to meet and speak with internal and external groups and individuals and to compose written reports and materials clearly, concisely, and effectively. Experience in crisis management and the cool application of mature judgment and common sense will be helpful in resolving complex and time sensitive problems. Possess initiative as well as planning, coordination and sound decision making skills. A speaking knowledge of the Japanese language is desired but not required.This activity is a Drug-free workplace.
