State of Massachusetts Fiscal Policy Analyst in Boston, Massachusetts

The Executive Office for Administration and Finance (A&F) executes fiscal and administrative policies to ensure the financial stability, efficiency, and effectiveness of state government. A&F develops, analyzes, and manages the Commonwealth’s financial planning and resource allocation activities, including the Governor’s annual budget submission to the Legislature. This is a fast-paced, high pressure environment. Successful candidates must be self-motivated and responsible team players, who are willing to work nights and weekends during peak budget periods. Fiscal Policy Analysts review programs, operations, and policies; analyze agency requests and assumptions; track spending, revenue, and staffing; and make budget-related recommendations based on their independent analysis. Analysts partner with agency staff to develop appropriate annual budget recommendations, identify potential risks for increased spending or decreased revenue, and present corresponding solutions. For their specific department portfolios, analysts are responsible for: * preparing the Governor’s annual operating budget recommendation, the Commonwealth's annual capital budget, and other related legislation; * identifying and monitoring budget and policy issues, including changes to state and federal laws, programmatic variables, and economic factors; * coordinating with departments to implement fiscal policies and priorities; * working with legislative budget staff including House and Senate Ways and Means Committees; * proposing and analyzing savings initiatives; * learning and using multiple databases to analyze current and historical budget information; and * supporting other analysts on the team by sharing information and assisting others with technical skills and analysis. Preferred Qualifications: The following are the preferred qualifications for this position: * interest in public service as demonstrated through education, work, or volunteer activities; * excellent analytical skills and experience in research, including gathering, interpreting, and summarizing data; * ability to write and communicate clearly, comprehensively, and concisely; * strong interpersonal and teamwork skills; * self-management and the ability to work independently; * proven ability to handle multiple competing priorities; * creative thinking about cost-effective ways of providing services; and * willingness to work evenings and weekends during peak work cycles. As a complete budget cycle spans a full year and the position involves significant training, A&F is looking for candidates interested in joining the budget office for a minimum of two years. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
