Energy EfficiencyDivision -Building Energy Reporting ProgramCoordinator The Department of Energy Resources’ (DOER) mission is to create a clean, affordable,equitableand resilient energy future for all residents, including low-income and Environmental Justice populations, businesses, communities, and institutions in the Commonwealth. DOER is committed to working to promote energy programs and policies that are developed and implemented to ensure environmental justice among all the Commonwealth's citizens, communities, businesses, and institutions.      The2022 Act Driving Clean Energy and Offshore Windrequires reporting of annual energy usage of buildings above20,000 square feet in the Commonwealth.As a member of DOER’s Energy Efficiency (EE) Division, theBuildingEnergyReporting(BER) ProgramCoordinatorwill manage the implementation of this law, which will further the Commonwealth’s overall building decarbonization efforts. TheBER ProgramCoordinatorwill work with otherEE staff toestablishdata tracking systems and ongoing data management and analysis, engage and coordinate with regulated entities and stakeholders, manage consultants and other tasks necessary to fully implement the BER Law.In addition, the BER ProgramCoordinatorwill support the continued development of regulations and guidelines for the BER Law, as well as administer implementation of regulations, including stakeholder communications, data collection,and reporting and enforcement. TheBER ProgramCoordinatorwillsupport the larger statewide building decarbonization efforts by providing analysis of large building energy use and the publication of annual comprehensive reporting on large building energy performance. The BER ProgramCoordinator’swork will alsohelp to inform the EE Division’swork in Mass Save Commercial and Industrial Programs and may serve for other cross-divisional, agency,and state building decarbonization efforts. TheBER ProgramCoordinatorwillreport the EE DivisionDeputy Director of Building Decarbonization.The BER ProgramCoordinatorresponsibilities include: * Manage the implementation of the large building energy usage reporting law including coordination and outreach to regulated entities including electric, gas and steam distribution companies and building owners to set up andmaintainenergy usage data reporting. * Manage project-related communications within the Energy Efficiency team including other BER staff, DOER, and external parties. * Coordinate with MassDEP and other state entities to ensure a coordinated approach to statewide building sector greenhouse gas emission tracking. * Manage a consultant contract for the development, maintenance and publishing of a qualifying building list, implementation and maintenance of an integrated data and CRMplatform. * Support DOER,the Executive Office of Energy & Environmental Affairs (EEA)and other state building decarbonizationeffortsby analyzing reported energy use and preparingan annual comprehensive report on large building energy performance. * Support the continued developmentand implementation of regulations and guidelines, asappropriate, for the BER law including drafting language,stakeholder communications, data collection and reporting, and enforcement. To perform successfully, the BER ProgramCoordinatorshould have proven anddemonstrated: * Data collection and management skills, with use of tools including Excel, relational databases, CRM, GIS, and/oradditionaldata collection and analysis methods. * Organizational skills, attention to detail, and accuracy in reporting. * Ability to communicate effectively, create consensus and manage varied stakeholder and constituent positions that may be inconsistent with reporting requirements. * Experience with contract management, preferably fordatabase development, data collection, analysis, and/or technical support. * Ability to manage complex projects from concept to implementation, creatively problem solve, and work in a fast-paced environment. * Ability to analyze anddeterminethe applicability of data, to draw conclusions and makeappropriate recommendations.  * Ability to prepare and use charts,graphsand tables, and to prepare general reports.  * Ability to communicate effectively in oral and written expression, including the abilityto write concisely to express thoughts clearly and to develop ideas in logical sequence.  IMPORTANT NOTE: This position is set up as term-limited full time employee (FTE) position through April 2028. First consideration will be given to those applicants that apply within the first 14 days. * * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
