Job/Position DescriptionThe Project Management Specialist III performs advanced (senior-level) project management specialist work in the areas of scheduling and estimating. Work involves overseeing schedules and/or estimates of projects at various levels of completion; monitoring the progress and schedule for projects; and communicating with project stakeholders, management and other relevant parties. Oversees coordination of communication, documentation, and workflow between sections of the Provider Finance Department (PFD) as well as executive staff and external stakeholders. Contributes to the design and implementation of methods for measuring and improving performance throughout the RAD department. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsEJF 1 Ensures appropriate documentation of policies, procedures and other work instructions; periodically reviews such policies and procedures for business improvement and to achieve greater efficiency and effectiveness (25%). EJF 2 Contributes to the design and implementation of methods for measuring and improving performance throughout PFD. This includes methods for tracking assignments and outcomes to ensure deadlines are met and established standards are upheld, problem-solving, and recognizing success (20%). EJF 3 Contributes to the design, implementation, and periodic evaluation of on-the-job training and competency programs for PFD staff (15%). EJF 4 Contributes to the development and implementation of a knowledge management system in order to provide staff with a collaborative work space and access to the most current version of work papers and documentation including policies, procedures, and other work instructions (5%). EJF 5 Assists in the development, tracking, and electronic filing of briefing documents for executive and legal staff, including federal and state reporting requirements (10%). EJF 6 Contributes to coordination of fulfilling open records requests (5%). EJF 7 Contributes to coordination of technical tasks, such as updates to SharePoint and the PFD website (10%). EJF 8 Performs other work as assigned or required to maintain and support the HHSC operations team (10%). Registrations, Licensure Requirements or CertificationsProject Management Professional certification is preferred.Knowledge Skills AbilitiesKnowledge of best practice principles for process documentation, record keeping, data management, and document controls. Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of policies and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures. Knowledge of project management theories and practices applicable to programmatic projects of moderate scope; and of state and federal laws and regulations relevant to the administration of the project undertaken. Knowledge of training procedures and techniques; ability to formulate learning objectives; to develop training objectives; to evaluate the effectiveness of training; and to assess training needs.
