Job/Position DescriptionPerforms highly advanced and/or supervisory (senior-level) professional organizational and policy analysis and oversight work. Conducts organizational studies and evaluations, analyzes systems and procedures, conducts work simplification studies, and prepares operations and procedures manuals to assist management in operating more efficiently and effectively. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex professional organizational and policy analysis work. May serve as a team lead or supervisor.Essential Job FunctionsCollects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization. and#149;Conducts periodic reviews of HR processes, guides, policy, and procedures.and#149;Researches and provides HR guidance related to HR input on agency data. and#149;Oversees, coordinates, reviews, and recommends human resources personnel actions to ensure compliance with agency, state, and federal regulations for state office management, under the direction of the DFPS HR Director of Operations/Executive Coordinator.Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines. and#149;Develops and revises HR policies, processes, standards, and methods related to recruiting, retention, learning and development and employee engagement within the division.and#149;Develops administrative program policies and procedures, and researches, analyzes, and develops material in response to executive requests for HR information or reports.Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements. and#149;Coordinates and meets with DFPS Executive Leadership staff and program staff across the agency to collect, organize, analyze and prepare reports, memos and provide feedback on DFPS memos, circulars, policies, reports and other documents for both internal and external consumption regarding DFPS related activities.and#149;Consults with HR Director of Operations/Executive Coordinator to identify priorities and objectives to initiate, implement, track and guide recruiting, retention, teambuilding and leadership development programs/projects, onboarding and offboarding programs and new hire orientation. and#149;Participates as an HR SME in agency workgroups and committees, as assigned. Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. and#149;Researches and evaluates HR program trends and approaches, and develops written assessments, evaluations and recommendations to ensure HR goals and initiatives are met.Researches new or improved business and management practices for application to agency programs or operations. and#149;Supports HR management with general HR personnel actions and research, CAPPS hiring and separation activities and processes, identifies and remediates issues and follows through to resolution.and#149;Develops and revises organizational and staffing processes and identifies and remediates areas of need in improving HR processes and programs.
