MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems. New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidates experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.This position is funded through August 31, 2025, with federal stimulus funds. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic. Position Overview: The Open Education Resource (OER) team is committed to ensuring districts have access to high-quality instructional materials (HQIM) by creating a set of OER products across multiple subject areas and grade bands that will be open to the public, easily accessible, and support effective teaching and learning. The OER initiative is a strategic priority of the Commissioner of Education focused on improving the foundation of reading and math for students across Texas. The team is seeking a Bilingual K-6 RLA and Math Content Specialist to drive student outcomes by supporting the review and editing of high-quality Spanish instructional materials across multiple K-6 RLA and Math courses. OER Content Specialists support the communication of the state vision for high-quality open education resources for classrooms, schools, and districts, while also building relationships with a variety of internal and external stakeholders. Candidates must demonstrate exceptional reading language arts and mathematics content knowledge and vision for excellent instruction, knowledge of research-based instructional practices, as well as the ability to manage agency vendors, cross-department projects, and multiple priorities. Additionally, this role may support with training and development of HQIM implementation. This individual contributor role reports to the OER Director of Math Academic Content within the Office of School Programs. The OER team sits within the Department of Curriculum and Instruction which is focused on helping school systems to bring learning to life for students across Texas. We do this by developing and offering a portfolio of different programs, products and services that school systems can selectively use based on local needs and define success by their ability to help educators sustainably improve student outcomes. Product Development and Review: Support the vision, methodology, and development of Spanish HQIM for K-6 RLA and mathematics by supervising multiple publishers and review teams with the goal of delivering high-quality math materials aligned to legislative requirements and that drive student achievement across the Texas schools2. Continuous Improvement for OER Materials: Support and/or facilitate content reviews and engagement opportunities across a variety of Texas stakeholders including but not limited to Texas educators in support of materials review and continuous improvement3. K-6 OER Materials Operations: Support the TEA in aligning initiatives and system operations to facilitate easier HQIM adoption and implementation to eliminate barriers and allow educators to focus on improving academic outcomes Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university. Experience: At least five (5) years of experience in teaching, curriculum and assessment, and/or administrative roles relevant to K-6 education in school districts, at regional education service centers (ESCs), in university settings, and/or with statewide initiatives; experience with managing large initiatives, contracts, and grant programs is preferred. Substitutions: An advanced degree may substitute for two years of required experience. Language: Native or near native fluency in Spanish and English (written and spoken) is required. Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Exceptional Spanish skills and ability to work proficiently across both English and Spanish Qualified candidates have likely served in a school or district role managing the design and implementation of reading language arts and/or math curriculum and assessment and/or have curriculum experience working with textbook providers or related vendors Understanding of curriculum and assessment design and/or advanced skill in writing and/or reviewing curriculum Strong project management and time management skills with the ability to juggle competing priorities simultaneously to meet deadlines, prioritize tasks and drive team towards results Superior and effective professional verbal and written communication skills, including development of appropriate guidance documents and effective presentations Ability to build relationships and communicate clearly, concisely, respectfully, and inclusively with contractors, ESC staff, TEA staff, and external stakeholders A desire to self-reflect, give and receive feedback, and focus on continuous improvement Ability to complete additional project activities as assigned to meet team and department goals Obtain any necessary training and certifications as needed per role As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
