Bureau of Naval Personnel HUMAN RESOURCES SPECIALIST in Annapolis, Maryland

Summary You will serve as a HUMAN RESOURCES SPECIALIST in the HUMAN RESOURCES OFFICE at the U.S. NAVAL ACADEMY. Responsibilities You will provide classification and position management advisory services in a college/university environment. You will advise on recruitment strategies (e.g. Merit, Delegated Examining, Direct Hire) and incentives; advertising, resume review, interview techniques, etc. You will advise management concerning appropriate solutions for workplace issues (employee and labor relations issues). Defers more complex matters to the ER/LR specialist. You will develop marketing strategies appropriate for non-competitive recruiting (e.g. recent college graduates, individuals with disabilities, Mil Spouse, Vets, Interchange eligible). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing personnel actions to determine appropriate recruitment strategies for attracting a diverse workforce that will meet complex organizational requirements in a higher education setting; 2) Providing guidance, consultation, and assistance to managers, supervisors, and employees on a variety of human resources functional areas within a college/university environment; 3) interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions.
