Raytheon Technologies Training Task Order Manager (TOM) in Amman, Jordan


Raytheon Technologies Global Training & Logistics is seeking one Task Order Manager (TOM) to lead the Afghan Air Force (AAF) Mission Qualification Training (MQT) Program. The AAF MQT Training Program is conducted in two locations: Amman, Jordan and Budapest, Hungary. The TOM reports directly to the AAF Task Order Manager in Orlando, Florida with primary duty in Jordan and travel to Hungary as needed. The TOM coordinates all operational and logistical support requirements through the Program Management Office, Orlando, Florida. The TOM will interface as needed with the US Commander, Combined Security Training Command – Afghanistan (TAAC-AIR), the PEO-STRI Contracting Officer Representative among other senior level military and government officials.

The TOM will also serve as the Site Lead and Mentor for the training site in Amman, Jordan. In the Site Lead role, the candidate provides direction and oversight of subcontractor aviation training, student administrative requirements, and RTX administrative and logistical performance tasks. As a mentor, the candidate will guide the development of Afghanistan Air Force pilots undergoing training. The Site Lead/Mentor will apply their military or civilian aviation experience in order to ensure positive program and student results. The Site Lead/Mentor reinforces training concepts delivered through subcontractors during and after normal training hours, as needed. They will also implement and operate programs, practices, and procedures for developing Afghan Air Force student pilots undergoing UH-60 and MD-530 Mission Qualification Training (MQT) pilot training, assisting Afghan Air Force (AAF) student pilots with MQT-specific training. The Site Lead/Mentor will help establish a positive working and learning environment for student pilots through the application of basic military standards and discipline.


  • Manage customer relationships with maturity and professionalism, understanding the nuances of all internal and external stakeholders

  • Provide oversight of mentors/site leads, students and subcontractors on technical Aviation performance requirements/tasks as scoped within the Performance Work Statement (PWS)

  • Oversee quarterly quality audits/reports on subcontractor performance

  • Knowledgeable of and enforcement of Raytheon policies and procedures

  • Enforce all Export/Import policies and procedures

  • Understand and be prepared to support Raytheon functional staff in understanding all country labor laws, VISA requirements and US and Country Embassy Protocols

  • Coordinate with PMO Orlando to oversee monthly subcontractor invoice payments with understanding of subcontractor terms and conditions

  • Participate in the preparation of annual operating budgets and forecast for all contract work

  • Provide Subject Matter Expertise (SME) for current task order Change Orders and any new Aviation proposals – participation in capture team activities

  • Knowledge of and participation in Raytheon’s IPDS

  • Analyze and tracks project funding requirements

  • Develop relationships and provide solutions that help the customer in support of training requirements

  • Manages a team of Site Leads and Mentors performing at multiple locations

  • Coordinates closely with USG personnel in the implementation of program

  • Responsible to adhere to all scheduled timelines, milestones, delivery schedules and administrative requirements to include on-time delivery of reports, data products, billing invoices, staffing of personnel and action team completion

  • Management and coordination of administrative actions of all contractor personnel, to include leave periods, pay, evaluations, quality control and the coordination of contractor furnished equipment

  • Provide daily status reports on all potential mission delays due to expiring residence visas, licenses, and certifications

  • Timely coordination of replacements for any contractor personnel that leave prematurely

  • Review of purchase requisitions, purchase orders, and other documents to ensure material and service requirements are complete

  • Participates in Afghan student performance and disciplinary review boards

  • Expeditiously identify risks and corrective actions necessary to ensure positive program results and fast paced change management. Utilize R6S processes for continuous improvement

  • Generate and implement informative briefs on student training to various Raytheon and government entities

  • Establish and maintain key program metrics and schedules ensuring program meets customer’s needs and maintains schedule

  • Use approved program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of contractual commitments

  • Preparation and presentation at weekly, biweekly, monthly and quarterly reviews with internal stakeholders and the customer


Work may include nights, holidays, and weekends on short notice. Standard will be a standard 40 hour work week.


  • Bachelor's degree from accredited school & eight (8) years of related experience, OR six (6) years related experience with Master's degree. Eight (8) years of additional equivalent work experience (16 total years) may be accepted in lieu of BA/BS education requirement.


  • 750+ hours of operational flight time as civilian or military pilot

  • Experienced in instructing and mentoring, foreign student training, and / or Train – Advise – Assist operations

  • Must be able to obtain and maintain a Common Access Card via the National Agency Check with Inquiries (NACI) process

  • Must possess a US Passport with at least 6 months of remaining eligibility

  • Must be able to obtain a Jordanian Visa

  • Experience in import/export compliance - This position requires a U.S. person who is eligible to obtain any necessary Export Authorization

  • Experience in contractor or subcontractor administration

  • Proficiency with Excel and Microsoft office automation tools

  • Self-starter with good organizational skills who can work both autonomously and as a member of a team

  • Demonstrated ability to interact with senior levels of leadership effectively – including customer, internal, teammates, and / or suppliers

  • Demonstrated track record of developing customer relationships to fulfill their needs and ensure their satisfaction and continued business growth

  • Strong interpersonal skills, and exceptional judgment and decision-making skills

  • Raytheon PM Level 3 Cert or ability to obtain within a year


  • Former military with command and staff experience in an aviation unit

  • Prior experience with Defense Contracting, ITARs, and Import/Export Regulations

  • Prior military instructor pilot

  • UH-60 and / or MD-530 pilot experience

    This position is contingent on contract award and requires a U.S. Person who is eligible to obtain any required Export Authorization.
