Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Trainee 1:A bachelor’s or higher degreeTrainee 2: A bachelor's degree and one year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.MQ Substitution:a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Training Specialist 1: A bachelor's degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.MQ Substitution:A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service LawA list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. Duties Description The Training Specialist 1 duties in Human Resources Management will include but are not limited to the following:• Administer the Statewide Learning Management System (SLMS)• Develop and coordinate internal DOS training resources (both online and classroom)• Secure and coordinate external training resources (both online and classroom)• Secure training classes and coordinate payment information with Fiscal Management as needed• Present live classroom and Web-Ex training• Provide technical assistance and expertise to agency staff and managers• Utilize technology and technology related training programs to develop and maintain technology expertise to support agency training needs• Represent DOS HR with internal and external groups regarding training activities• Utilize training skills and resources to support and assist the agency’s employee engagement program• Utilize training skills to support and assist the agency’s onboarding program• There may be an expectation for limited travel related to delivering training to our regional offices; the estimate for this travel is approximately 5%
